About the Role
The Utilities AMP Manager leads portfolio‑level asset management for PSAB utilities infrastructure, covering electrical, mechanical, water/wastewater/stormwater, and fuel distribution systems. The role drives data quality and decision support through SMS (BUILDER and related tools) to ensure accurate inventory and condition visibility for risk‑informed sustainment planning. Key responsibilities include serving as the primary AMP Manager for utilities, providing technical oversight across sub‑AMPs, and guiding system‑level prioritization using risk management and mission‑driven criteria. The manager ensures assets and condition data in SMS/NexGen are decision‑ready, conducts QA reviews and gap analysis, validates recommendations, and supports FYDP+3 infrastructure planning and KPI tracking in coordination with operations and engineering flights. • Lead utilities asset management portfolio, aligning execution with asset visibility, requirements, planning, and performance. • Provide technical oversight across electrical, water/wastewater/stormwater, and mechanical distribution sub‑AMPs. • Prioritize system‑level projects using risk management, MDI/T‑MDI, and mission‑driven criteria. • Ensure accurate utilities asset inventory and condition data in SMS/NexGen IT for decision‑ready reporting. • Conduct QA reviews, gap analysis, and enforce data standards across utilities portfolios. • Validate SMS recommendations, set project timing, and group work into opportunity packages. • Support FYDP+3 infrastructure planning and integrate long‑term requirements into investment strategies. • Track utilities KPIs such as condition indices, RSL, PM/CM ratios, and coordinate with Operations and Engineering Flights.

What You Bring
Candidates must be U.S. citizens with a valid driver’s license, passport, and an active U.S. Secret clearance, and must meet CENTCOM MOD‑15 theater requirements. A Bachelor’s degree in Electrical Engineering from an ABET‑accredited program and at least five years of experience in electrical power distribution, generation, or control systems are required, along with working knowledge of utilities lifecycle planning and AFIT courses WENG 200, WENG 400, WMGT 231, and WMGT 417. Preferred qualifications include experience with relay coordination, electrical modeling, power systems planning in base or industrial settings, and integrating utility network data with asset visibility systems. Experience supporting RPIE/EAID generator inventory data governance is also valued. • Maintain U.S. Secret clearance, U.S. citizenship, valid driver’s license, and passport with required validity. • Hold a Bachelor’s degree in Electrical Engineering (ABET‑accredited) and 5+ years experience in electrical power distribution or generation. • Demonstrated knowledge of utilities lifecycle planning and data‑driven sustainment management; completed required AFIT courses. • Preferred: experience with relay coordination, electrical modeling, power systems planning, and utility network data integration.
