About the Role
The Senior Procurement Specialist will support Engineering, Procurement, and Construction (EPC) project teams on complex Transmission & Distribution (T&D) projects. This role manages the full lifecycle of procurement and subcontracting—from RFP development and bid evaluation to contract execution and project close‑out—ensuring materials and services are sourced, secured, and delivered on schedule. The position is ideal for a detail‑oriented professional with strong vendor and subcontractor management experience in a fast‑paced environment. Key responsibilities include collaborating with project and procurement managers, developing bidder lists, evaluating proposals for commercial compliance and diversity goals, and preparing and issuing RFPs. The specialist will analyze bids, negotiate contract terms, coordinate technical reviews, ensure flow‑down provisions in supplier agreements, and maintain strong supplier relationships while monitoring procurement risks and updating status reports. Additional duties involve validating material quantities, resolving overages or shortages, and taking on special projects as assigned. • Collaborate with project and procurement managers to support pursuit and execution schedules. • Develop bidder lists, solicit pre‑qualification documents, and evaluate proposals for commercial compliance and diversity goals. • Prepare and issue RFPs, analyze bids, negotiate contract terms, and recommend contract awards. • Coordinate technical proposal reviews with EPC engineering teams and ensure flow‑down provisions in supplier contracts. • Draft, review, and finalize contracts in line with internal policies and client requirements. • Maintain strong supplier and subcontractor relationships, resolve performance issues, and update the Procurement Status Report. • Monitor procurement risks such as delivery delays, scope gaps, or pricing discrepancies and implement mitigation actions. • Validate material quantities against engineering drawings and manage overages, shortages, and damaged items.

What You Bring
Candidates must have at least seven years of procurement experience in EPC settings, a proven track record in RFP management, bid evaluation, contract negotiation, and material logistics, and experience with supplier pre‑qualification and expediting on high‑value infrastructure projects. A bachelor’s degree in Supply Chain Management, Business, Finance, Logistics, or a related field is required, along with strong negotiation, analytical, and communication skills. The role also demands exceptional organization, independent work capability, and comfort interacting with all staff levels and external partners. A preferred qualification is an established network of vendors and subcontractors in the T&D or energy sector, and the ability to travel up to 50 % of the time based on project needs. • Minimum 7 years EPC procurement experience with proven RFP, bid evaluation, and contract negotiation expertise. • Bachelor’s degree in Supply Chain Management, Business, Finance, Logistics, or a related field. • Strong negotiation, analytical, and communication skills; ability to work independently and cross‑functionally. • Preferred: established network of T&D energy sector vendors and willingness to travel up to 50 % of the time.
