About the Role
The Senior Cost Manager / Quantity Surveyor will serve as the day‑to‑day client interface on a large‑scale, mission‑critical data‑centre programme, providing value‑added cost‑management services. The role ensures the project is delivered on time, within budget and to the highest standards, with a strong focus on governance, commercial rigour and stakeholder engagement. The incumbent must operate confidently in a client‑facing environment, work both independently and collaboratively, and embed Turner & Townsend’s purpose, values and vision. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries and funding updates for stakeholders. • Coordinate cost data from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built‑cost records for benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations. • Manage final accounts and ensure timely agreement. • Own change control: review, estimate, negotiate and reconcile change orders and post‑contract variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, collaborating with project controls teams. • Drive engineering priorities based on cost impact and lead value‑engineering initiatives. • Monitor market trends and provide timely cost insights. • Serve as primary client interface, delivering service excellence. • Prepare executive‑level updates and written comments on contractor submissions. • Ensure compliance with internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance culture. • Track financial performance, margin and resource forecasts across commissions. • Adhere to SOX control responsibilities where applicable.

What You Bring
• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field. • 5–7+ years of cost management/project controls experience in mission‑critical environments. • Construction consultancy background preferred. • Strong knowledge of MEP systems and hyperscale data‑centre infrastructure. • Proven expertise in budgeting, financial reporting, cost control and Earned Value Management. • Experience developing procurement strategies and managing contractor/vendor contracts. • RICS accreditation or progress toward certification advantageous. • Excellent communication, negotiation and stakeholder management skills. • Strong analytical and problem‑solving abilities with high attention to detail. • Proficiency with industry‑standard cost management software.
