About the Role

Parsons is hiring a Program Construction Manager to lead a construction management and inspection team for water and wastewater projects in South Florida. The role serves as Parsons’ representative with clients, subcontractors and suppliers throughout project execution, and engages with regulatory agencies and public meetings on the client’s behalf. The manager oversees the development of construction, health and safety, and quality plans, while supervising inspectors and subconsultants to ensure project objectives are met. • Represent Parsons with clients, subcontractors, suppliers, and regulatory agencies during project execution. • Lead the creation and implementation of Construction Management, Health & Safety, and QA/QC plans. • Supervise inspectors and subconsultants, ensuring compliance with safety and quality standards. • Coordinate requisitions, subconsultant scopes, amendments, and task orders. • Review and approve subcontractor safety and quality control plans. • Negotiate scope changes and manage change orders to address cost overruns or schedule impacts. • Oversee preparation of monthly construction progress, contract status, safety self‑assessment, and quarterly management reports. • Establish and manage on‑site materials testing laboratory accreditation. • Develop and enforce site safety and emergency procedures, conducting weekly inspections with the contractor’s safety representative.

What You Bring

• Hold a bachelor's degree in civil engineering or a related construction field. • Minimum 10 + years of construction management experience on major capital improvement projects. • Prior experience with large water and wastewater treatment or industrial projects, domestically or internationally, is preferred.
