About the Role
The role leads end‑to‑end cost management across all project phases, develops detailed cost plans and forecasts, and manages change control and commercial governance. It oversees contractor pricing reviews, integrates cost forecasts with schedules, and provides primary commercial status reporting to stakeholders. Additional duties include risk analysis, cost optimisation, performance tracking, financial management, process improvement, team leadership, business development and participation in proposals, with SOX control responsibilities where applicable. • Lead end‑to‑end cost management for hyperscale data centre programmes. • Develop and maintain detailed cost plans, estimates and forecasts. • Manage change control, review and negotiate change orders, and ensure commercial governance. • Conduct contractor and subcontractor pricing reviews and support procurement strategy. • Integrate cost forecasts with project schedules and milestones. • Produce monthly cost reports, executive summaries and financial updates for stakeholders. • Perform cost risk analysis, scenario planning and market trend monitoring. • Implement cost optimisation and value‑engineering strategies to reduce lifecycle costs. • Set and track KPIs, prepare presentations for senior leadership. • Oversee financial performance using Business Management Systems and ensure best‑practice delivery. • Mentor junior staff, conduct performance reviews and foster a high‑performance team culture. • Identify and pursue business development opportunities, support proposals and networking events.

What You Bring
Turner & Townsend is seeking an experienced Associate Director – Cost Manager / Quantity Surveyor to lead cost management on a large‑scale, mission‑critical data centre programme. The client‑facing leadership role requires exceptional communication and the ability to influence stakeholders at all levels. It is a hybrid position with regular on‑site visits about 25 miles east of Milwaukee. A bachelor’s degree in Quantity Surveying, Construction Management, Engineering or a related field is required, with a graduate degree preferred. Candidates need 8–10+ years of cost management or project controls experience on large, mission‑critical construction projects, strong construction consultancy background, and expertise in MEP systems, budgeting, EVM and procurement. Professional accreditation such as RICS and proficiency with CostX, Oracle, Excel or Primavera are highly desirable, along with excellent communication, analytical and organisational skills.
