Senior Cost Manager / Quantity Surveyor - Data Center Construction

About the Role

• Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built‑cost records for benchmarking and continuous improvement. • Lead procurement strategy, review contractor pricing, validate scope and negotiate fair contracts. • Manage final accounts and ensure timely agreement of settlements. • Own change control: review, estimate, negotiate and reconcile change orders, manage post‑contract cost variances. • Support cost‑risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost‑control systems, including Earned Value Management where applicable. • Integrate cost data with schedule and scope, working closely with project controls and scheduling teams. • Inform engineering priorities based on cost impact and lead value‑engineering initiatives. • Monitor market trends such as escalation, labor availability and material pricing, providing timely insights. • Act as the primary client interface, delivering service excellence and meeting objectives. • Prepare and deliver executive‑level updates, written comments on general contractor submissions and cost estimate revisions. • Ensure adherence to internal Business Management Systems and company delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance, one‑business culture. • Comply with SOX control responsibilities where applicable.

What You Bring

The Senior Cost Manager / Quantity Surveyor will be the primary client interface for a large‑scale, mission‑critical data‑center programme, ensuring delivery on time, within budget and to the highest quality standards. The role is based in Dallas or Houston, with an initial remote period and regular travel to New Albany, OH. It requires strong governance, commercial rigour and stakeholder engagement while embedding Turner & Townsend’s values and vision. • Demonstrate excellence in financial management, including margin tracking and monthly fee/resource forecasts. • Hold a bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field. • Bring 5–7+ years of cost‑management or project‑control experience in mission‑critical environments such as data centres. • Preferably have construction consultancy experience and solid understanding of MEP systems and hyperscale data‑centre infrastructure. • Possess strong budgeting, financial reporting, cost‑control and Earned Value Management expertise. • Expertise in procurement strategies and commercial management of contractor/vendor contracts. • RICS accreditation or progress toward certification is advantageous. • Exhibit excellent communication, negotiation and stakeholder‑management skills. • Demonstrate strong analytical, problem‑solving abilities with high attention to detail. • Proficient with industry‑standard cost‑management tools and software.
