About the Role
The Civil Construction Inspector (Highways & Roads) supports the Resident Engineer with both field and office engineering duties, including inspections of non‑structural construction, traffic control compliance, contract change order preparation, and enforcement of storm‑water pollution prevention plans. Additional responsibilities involve preparing Dispute Review Board (DRB) and Dispute Resolution Advisor (DRA) position papers, assisting with claim preparation, and maintaining comprehensive, accurate project records. The inspector also performs other duties as needed to support project success. • Assist Resident Engineer with field and office engineering tasks, including non‑structural construction inspections and traffic control compliance. • Review, inspect, and approve traffic control systems according to Caltrans standards; requires at least one year of relevant experience. • Prepare and analyze contract change orders and enforce Storm Water Pollution Prevention Plans. • Operate roadway construction inspection equipment, conduct material testing, and perform surveying activities. • Utilize Microsoft Office, Primavera (P3/P6), SureTrak, Scheduler Analyzer Pro, and Microsoft Project for scheduling and reporting. • Ensure compliance with labor regulations, subcontracting laws, DBE/DVBE, and Small Business requirements. • Prepare Dispute Review Board (DRB) and Dispute Resolution Advisor (DRA) position papers and support claim preparation. • Maintain accurate records of work quantities, documentation, and project logs.

What You Bring
The role requires familiarity with roadway construction inspection equipment, surveying, and field testing, as well as proficiency in Microsoft Office, CPM tools such as Primavera (P3/P6) or SureTrak, Scheduler Analyzer Pro, and Microsoft Project. Effective communication, supervision, labor‑compliance monitoring, and knowledge of subcontracting, DBE/DVBE, and Caltrans standards are essential. Preferred qualifications include a Bachelor’s degree, at least two years of highway/roadway construction inspection experience, prior work on Caltrans projects, and the ability to interpret construction schedules. Required qualifications are a high school diploma or equivalent, a minimum of three years of relevant experience, strong proficiency in MS Office, solid problem‑solving and documentation skills, and the ability to work both independently and collaboratively. Candidates must successfully pass drug‑screening procedures and demonstrate commitment to HDR’s employee‑owned culture. • Preferred: Bachelor’s degree; ≥2 years highway/roadway inspection experience; Caltrans project experience; ability to interpret construction schedules. • Required: High School diploma or equivalent; ≥3 years relevant experience; proficiency in MS Office; strong problem‑solving and documentation abilities; ability to work independently and as part of a team; pass drug‑screening procedures; commitment to HDR’s employee‑owned culture.
