About the Role
Key responsibilities include leading and coordinating change management activities across all HTP packages and contracts, evaluating proposed scope, schedule, and cost changes, and managing the Notice of Proposed Changes log. You will collaborate with the GDC Program Office and SEP teams to develop negotiation strategies, review contractor‑initiated change order requests, maintain version control of approved changes, and support change‑related reporting and continuous‑improvement initiatives. • Lead and coordinate change management across all HTP packages and project contracts. • Evaluate scope, schedule, and cost change proposals; provide technical assessments and recommendations. • Manage the Notice of Proposed Changes log and ensure timely documentation of all change activities. • Collaborate with GDC and SEP teams to develop negotiation strategies and respond to claims and change requests. • Review and support contractor‑initiated change order requests, ensuring compliance with project objectives. • Maintain version control and historical records of approved changes for transparency and traceability. • Provide input for change‑related reporting, dashboards, and continuous improvement of processes.

What You Bring
Candidates must hold a bachelor's degree and have at least 10 years of experience in change management within large‑scale infrastructure or transportation programs. Required skills include strong analytical, negotiation, and communication abilities, deep understanding of project controls and contract administration, familiarity with PMIS and document control systems, and the ability to manage multiple stakeholders across teams. Preferred qualifications include experience working with major agencies such as the MTA or NYDOT and involvement in mega‑rail or transit projects. While a security clearance is not required, the position is part of the Critical Infrastructure team. • Hold a bachelor's degree and 10+ years of experience in change management for large‑scale infrastructure programs. • Demonstrate strong analytical, negotiation, communication, and stakeholder‑management skills. • Possess familiarity with project management information systems (PMIS) and document control platforms. • Prefer experience with agencies such as MTA, NYDOT, or involvement in mega‑rail transit projects.
