About the Role
In this role you will lead a team to craft compliant, responsive, and compelling deliverables, set proposal strategy, hold team members accountable, and provide mentorship and strategic guidance. You will manage stakeholder relationships, communicate progress to senior leadership, and refine proposal processes to drive pursuit excellence. • Lead and manage proposal development teams to produce compliant, responsive, and compelling proposals. • Define overall proposal strategy and maintain decision‑making authority throughout the pursuit lifecycle. • Build compliance matrices, schedules, and annotated outlines based on RFP/RFQ/RFI analyses. • Facilitate kickoff, milestone, and color‑review meetings, as well as strategy workshops such as storyboarding and WinLabs. • Write non‑technical sections including cover letters, executive summaries, project descriptions, resumes, and win themes. • Review draft and final proposal documents for compliance, accuracy, and quality. • Establish and oversee proposal production schedules and resource plans to ensure on‑time delivery. • Mentor and provide feedback to capture teams, SMEs, and other stakeholders, fostering a positive work environment. • Coordinate with graphics and desktop publishing teams to create tailored templates and visual standards. • Manage interview/oral preparation, collateral development, and coaching activities for client presentations. • Drive continuous improvement of proposal processes and best practices to increase win rates. • Utilize Adobe Creative Suite and Microsoft Office to produce high‑quality proposal materials.

What You Bring
Parsons is seeking a highly talented Proposal Manager to champion the development and delivery of major proposals, qualifications, and business development materials for pursuits within the critical infrastructure market across the nation. The position requires strong facilitation, leadership, and communication skills, the ability to write executive summaries and other non‑technical sections, and experience leading multi‑disciplinary teams under tight deadlines. Candidates should have 12+ years of progressive proposal management experience, proficiency with Adobe Creative Suite and Microsoft Office, and a four‑year degree or equivalent; APMP or PMP certification is a plus.
