About the Role
Parsons is seeking a Construction Quality Manager to play a pivotal leadership role on a complex, high‑impact infrastructure program. The manager will shape and maintain the project’s quality framework, collaborate with engineering, construction, procurement, and program leadership, and uphold Parsons’ and the client’s rigorous quality and compliance standards. The role blends strategic influence with hands‑on application, driving continuous improvement and ensuring delivered systems meet the highest standards of reliability, performance, and safety. Key responsibilities include developing and managing project‑specific quality systems, conducting internal and subcontractor audits, and overseeing corrective and preventive actions. The manager will support quality elements of bid preparation, review technical documentation for compliance, and mentor quality personnel. Partnering with senior leadership and client representatives, they will use statistical process control and performance metrics to monitor and improve quality outcomes while ensuring conformance with USACE, ISO, ASME, ANSI, ASTM, and other industry standards. • Develop, implement, and maintain project‑specific quality systems, manuals, plans, procedures, and audit schedules. • Conduct internal and subcontractor audits, evaluate findings, and manage corrective and preventive actions. • Support quality‑related aspects of bid preparation and contract planning. • Review quality documentation, technical deliverables, test plans, purchase orders, and subcontracts for compliance. • Mentor, train, and provide technical leadership to project quality personnel. • Partner with senior leadership and client representatives to define quality strategies and drive continuous improvement. • Apply statistical process control methods and performance metrics to monitor and enhance quality outcomes. • Ensure adherence to USACE, ISO, ASME, ANSI, ASTM, and other applicable industry standards.

What You Bring
The position requires a bachelor’s degree in engineering, construction management, quality, business or a related field, or equivalent experience, along with 10+ years in quality engineering or assurance. Candidates must hold a current USACE Construction Quality Management for Contractors certification and have experience with ISO 9000, ASME, ANSI, and ASTM standards. Strong analytical, problem‑solving, risk‑assessment skills, attention to detail, and the ability to collaborate across functions and communicate at all leadership levels are essential. Preferred qualifications include ISO‑9000 Lead Auditor or ASQ Certified Quality Engineer certification, or the ability to obtain them within six months, as well as additional certifications such as CMQ/OE, CQA, NQA‑1, NDT/ASNT, AWS Welding Inspector, or DOT. Experience with utility, energy, or microgrid projects, membership in national quality organizations, and bilingual English/Spanish proficiency (especially for work in Puerto Rico) are strongly desired. • Hold a bachelor’s degree in engineering, construction management, quality, business, or a related field and 10+ years of quality engineering experience. • Possess current USACE Construction Quality Management for Contractors certification and familiarity with ISO 9000, ASME, ANSI, ASTM standards. • Preferred: ISO‑9000 Lead Auditor or ASQ Certified Quality Engineer certification; additional certifications (CMQ/OE, CQA, NQA‑1, NDT/ASNT, AWS Welding Inspector, DOT). • Desired: experience with utility, energy, or microgrid projects; bilingual English/Spanish proficiency; membership in national quality organizations.
