About the Role
The role provides leadership within a sector of the organization, ensuring civil engineering subject matter, technical deliverables, infrastructure projects and programs meet or exceed industry and company standards for design, safety, and functionality. It also drives SME innovation, compliance with local, state, and federal regulations, and offers pragmatic direction for current and future challenges in a rapidly changing business climate. In this position you will give proactive strategic leadership to the civil engineering function, guiding teams to achieve project and site deliverables. You will review permit applications, design plans, specifications, standby plans, contracts and management plans, and perform periodic construction inspections to ensure compliance with applicable regulations and sound engineering practice. You will lead large, complex civil engineering projects, setting clear responsibilities, managing budgets, monitoring external events, tracking hours and expenses, and supervising subcontractors, contract work and employees. You will also lead technical aspects of contract negotiations, presentations and meetings, and support long‑term strategy, growth and pipeline development for infrastructure opportunities across planning, design, consulting and construction management. The role includes responsibility for profitable performance and successful completion of projects, preparation of annual business tactical plans, and engagement with public and private entities on engineering and construction challenges. You will maintain and improve the discipline’s certifications, accreditations and value proposition, conduct needs analyses and client surveys, and act as a liaison to federal, state and local agencies, clients, subcontractors and industry groups. Additional duties involve developing proposals, scopes, timelines, pricing and budget metrics, interpreting data for regulatory conclusions, providing inputs to multidisciplinary teams, building a client base, mentoring and managing staff, staying current with civil engineering practices, and upholding ethical decision‑making and WSP’s code of conduct. • Provide strategic leadership for civil engineering projects and ensure delivery meets industry and company quality standards. • Review permits, design plans, specifications, contracts and conduct construction inspections for regulatory compliance. • Lead large, complex civil engineering projects, manage budgets, track hours/expenses, and supervise subcontractors and staff. • Direct technical aspects of contract negotiations, presentations and client meetings. • Support long‑term business growth and pipeline development for infrastructure planning, design, consulting, and construction management. • Ensure profitable project performance, prepare annual tactical business plans, and engage with public and private stakeholders. • Maintain and advance engineering discipline certifications, accreditations and value proposition through needs analyses and client surveys. • Act as liaison with federal, state, local agencies, clients, subcontractors and industry groups. • Develop proposals, scopes, timelines, pricing and budgets in compliance with applicable codes and regulations. • Provide technical input to multidisciplinary teams and deliver high‑level strategic advice to clients. • Build and expand a client base for civil engineering services and cross‑sell WSP capabilities. • Mentor, manage and guide staff development while staying current with civil engineering techniques and software. • Uphold ethical decision‑making, WSP’s Code of Conduct and safety policies.

What You Bring
Required qualifications include a Bachelor’s degree in engineering (or related), 12+ years of relevant experience, an engineering license (multi‑state preferred), advanced proficiency in civil engineering principles, infrastructure design, relevant codes and regulations, technical computations, and design software such as MicroStation, AutoCAD, Civil 3D, ArcGIS, etc. The candidate must demonstrate strong leadership, communication, analytical, and problem‑solving skills, a safety‑first mindset, flexibility, occasional travel, and the ability to influence diverse stakeholders. Preferred qualifications are a Master’s degree in engineering and proven experience managing document review, certifications and deliverables in a multi‑project environment.
