About the Role
The role requires strategic planning, stakeholder coordination, and ensuring compliance with legal and LACCD policies while overseeing the full procurement lifecycle and supporting project management teams. • Plan IT purchasing needs for the Bond Program. • Coordinate and communicate effectively with all stakeholders. • Provide strategic recommendations for IT purchasing solutions and best practices. • Ensure compliance with legal requirements and LACCD policies/procedures. • Administer the procurement process from solicitation to contract execution, including Board of Trustees actions. • Support project management staff in soliciting quotes, contract compliance reviews, approvals, and purchase order issuance. • Monitor IT purchasing contracts, purchase orders, solicitations, and report status using SAP, Proliance/Trimble Unity Construct, and internal databases. • Coordinate with FCCC, DGS, cooperative purchasing organizations, and partner agencies to leverage external contracts for IT needs.

What You Bring
Tsui Group seeks an experienced Contract Administrator IV to support a large educational client in Los Angeles County, focusing on educational facility construction projects and IT procurement for the Bond Program. Candidates must meet minimum qualifications including a bachelor's degree (or equivalent experience), extensive procurement experience under California public contract codes, knowledge of software licensing, and strong analytical and communication skills. Preferred qualifications include experience with electronic bidding platforms, relevant certifications, and familiarity with California higher education and community college regulations as well as ERP implementation. • Bachelor’s degree (or 4 additional years of experience) plus 7+ years relevant experience. • Experience with procurement under California Public Contract Codes. • Familiarity with software licensing models (SaaS, subscription, perpetual). • Knowledge of standard contract terms and conditions. • Proficiency in Microsoft Excel, Word, Access, SAP, and Adobe Acrobat. • Strong work ethic, integrity, detail‑orientation, and organizational skills. • Excellent written and verbal communication. • Ability to track and report status across concurrent projects. • Experience with electronic bidding platforms, especially PlanetBids. • Certification in Public Purchasing or Contract Management. • Knowledge of California Higher Education and Community College Codes. • Experience implementing ERP systems (SAP, Oracle, Workday) in a large agency.
