About the Role
• Lead end‑to‑end cost management across all phases of hyperscale data centre programs. • Develop and maintain detailed cost plans, estimates and forecasts using industry benchmarks. • Manage change control by reviewing, negotiating and tracking change orders and post‑contract variances. • Oversee contractor and subcontractor pricing reviews, scope validation and procurement strategy development. • Integrate cost forecasts with project schedules through close coordination with scheduling teams. • Produce and present monthly cost reports, executive summaries and financial updates to stakeholders. • Act as primary commercial liaison, building strong relationships with clients, vendors and consultants. • Conduct cost risk analysis, scenario planning and monitor market trends for escalation, labor and material pricing. • Develop cost‑optimization and value‑engineering strategies to reduce lifecycle costs. • Set and track performance KPIs, preparing presentations for senior leadership. • Manage financial performance using internal systems and implement Business Management Systems best practices. • Identify and implement improvements to cost management processes, templates and tools, capturing lessons learned. • Provide leadership, mentor junior staff, conduct performance reviews and foster a high‑performance culture. • Serve as brand ambassador, develop market understanding, build a pipeline of opportunities and support business development. • Participate in proposals/RFP responses and networking events to expand market presence. • Ensure compliance with SOX control responsibilities where applicable.

What You Bring
Turner & Townsend is seeking an experienced Associate Director – Cost Manager / Quantity Surveyor to lead cost management on a large‑scale, mission‑critical data centre program. The client‑facing leadership role requires exceptional communication and the ability to influence stakeholders at all levels, while providing strategic direction and embedding the company’s purpose, values and vision. You will manage internal and external stakeholders, driving collaboration and accountability throughout the project lifecycle. The position is based in Fort Collins and requires roughly 50 % onsite presence each month in Cheyenne, WY to support project delivery and stakeholder engagement. Travel arrangements and accommodations are provided to ensure a productive on‑site experience. • Bachelor’s degree in Quantity Surveying, Construction Management, Engineering or related field; graduate degree preferred. • 8‑10+ years of cost management or project controls experience in construction, preferably on large, mission‑critical projects. • Proven client‑facing delivery experience in construction consultancy. • Strong knowledge of MEP systems, resilience requirements and campus‑scale infrastructure. • Expertise in budgeting, financial reporting, cost control systems, Earned Value Management and procurement strategies. • Proficiency with CostX, Oracle, Excel, Primavera or similar cost management tools. • RICS accreditation or progress toward certification highly desirable. • Excellent communication, presentation, negotiation and stakeholder management skills. • Strong analytical and problem‑solving abilities, highly organized and able to manage multiple priorities under pressure.

Benefits
The base salary range for this full‑time role is $165K‑$190K per year, with final compensation adjusted based on experience and qualifications.
