Proposal Manager (Federal)

About the Role

We are hiring a Proposal Manager to lead Ontario pursuit and proposal activities and manage the development and implementation of pursuit plans and strategy. The role is based in our hybrid workplace, requiring three days per week in the office across locations such as Toronto, Markham, Mississauga, Whitby and Waterloo. • Manage proposal efforts for CRM and Federal clients across North America. • Lead proposal strategy discussions and kickoff meetings for large pursuits, integrating win themes. • Drive development and manage proposal team (technical leader, marketing coordinator, graphics, etc.). • Collaborate on proposal sections such as Management, Personnel, Executive Summaries, and other assigned volumes. • Facilitate Pink, Red, Gold team and other reviews. • Produce and deliver finished proposal complying with all RFP requirements. • Lead interview strategy discussions. • Manage interview development and production from start to finish. • Edit documents per organizational style guidelines and prepare information for publication. • Conduct needs assessments to uncover emerging issues, identify causes, barriers, and stakeholders. • Perform bid solicitation and RFP/tender analysis, including feasibility studies and specification writing. • Maintain knowledge of policies, procedures, and regulatory codes; ensure compliance and report non‑compliance.

What You Bring

• Bachelor or Master’s degree required. • 5–7 years leading the proposal process from pre‑positioning through interview for engineering, construction, or professional services firms. • Proficient in marketing techniques (layout, graphics, win strategy). • Proficient in Microsoft Word, Excel, PowerPoint. • Proficient in Adobe Creative Cloud (InDesign, Photoshop). • Ability to collaborate effortlessly with Technical Leaders across markets and service lines. • Proven leadership and strategy development skills. • Strong written and oral communication abilities. • Good negotiation, problem‑solving, planning, and time‑management skills.

The salary range for this position is $79,128 • $118,692, reflecting GHD’s pay transparency and alignment with skills, experience, qualifications and location.
