About the Role
As the Site Engineer and technical lead, you will support the assigned Project Construction Manager, lead the site in the manager’s absence, and produce written reports, presentations, and progress data. You will work with contractors, client stakeholders, and Parsons engineering staff to resolve field engineering challenges, develop scopes of work, estimates, and schedule impacts for field changes, and support pay‑application reviews. Responsibilities also include reviewing construction techniques, quality‑control and safety plans, submittals, and environmental protection plans, conducting inspections, coordinating responses to RFIs, and participating in various construction meetings. • Serve as Site Engineer and technical lead for construction sites, supporting the Project Construction Manager. • Lead site operations in the Project Manager’s absence and provide written reports and progress data. • Investigate and recommend solutions for field engineering challenges with contractors, stakeholders, and Parsons SMEs. • Develop scope of work, estimates, and schedule impacts for field changes and support pay application reviews. • Review and comment on construction techniques, quality control plans, safety plans, submittals, and environmental plans. • Perform inspections to ensure compliance with technical specifications and contract requirements. • Coordinate responses to contractor RFIs and prepare written recommendations. • Participate in pre‑construction conferences, quality control meetings, and progress meetings. • Collaborate closely with the Site Team, Project Manager, Office Engineer, and QA representatives to achieve project success.

What You Bring
Parsons is seeking experienced Project Engineers to join a major program and construction management team supporting a large government customer on a critical U.S. border security infrastructure project. The role involves providing Owner Agent Construction Management Services, including program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, and safety. The assignment will be based out of project offices or trailers at construction sites near Tucson, Yuma, Welton, and Ajo, Arizona, which may be in remote locations. The position requires a Bachelor’s degree in Engineering or Architecture with ten years of construction experience (or a Master’s degree with eight years), U.S. citizenship, a valid driver’s license, and the ability to pass federal background checks. Clear written and verbal communication skills are essential, along with experience on large horizontal infrastructure projects and familiarity with web‑based project management information systems such as USACE RMS, NAVFAC eCMS, Procore, or Kahua. Desired qualifications include PE/RA registration, PMP or CCM certification, and OSHA 30‑hour safety training. Experience with large federal agencies (DoD or others) or prior work on remote‑location construction projects is valued, as is completion of a Construction Quality Management course within the past five years. • Hold a Bachelor’s (or Master’s) in Engineering/Architecture with 8–10 years of construction project experience. • Possess clear written and verbal communication skills, a valid driver’s license, and U.S. citizenship. • Experience with large horizontal infrastructure projects and web‑based project management systems (e.g., Procore, USACE RMS). • Desired: PE/RA registration, PMP or CCM certification, and OSHA 30‑hour safety training. • Desired: Experience with large federal agencies or remote‑location construction projects.
