About the Role

The Senior Cost Manager / Quantity Surveyor will serve as the primary client interface on a large‑scale, mission‑critical data‑center program, ensuring delivery on time, within budget and to the highest standards through strong governance, commercial rigor and stakeholder engagement. The role requires independent work and collaborative leadership while championing Turner & Townsend’s purpose, values and vision. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries and funding data for stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built‑cost records for benchmarking and continuous improvement. • Lead procurement strategy, pricing reviews, scope validation and commercial negotiations. • Manage final accounts and ensure timely agreement on payments. • Own change control: review, estimate, negotiate and reconcile change orders and post‑contract variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost data with schedule and scope, working closely with project controls teams. • Drive engineering priorities based on cost impact and lead value‑engineering initiatives. • Monitor market trends (escalation, labor, material prices) and provide insights. • Act as primary client interface delivering service excellence and executive updates. • Ensure compliance with internal Business Management Systems and delivery methodologies. • Mentor and coach junior team members to foster a high‑performance culture. • Oversee financial management including margin tracking and monthly fee/resource forecasts. • Adhere to SOX control requirements where applicable.

What You Bring

• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field. • 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centers. • Construction consultancy experience preferred. • Strong knowledge of MEP systems, resilience requirements and hyperscale data‑center infrastructure. • Expertise in budgeting, financial reporting, cost control systems and Earned Value Management. • Proven procurement and commercial contract management skills. • RICS accreditation or progress toward certification advantageous. • Excellent communication, negotiation and stakeholder management abilities. • Strong analytical and problem‑solving skills with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
