About the Role

The Program Director will act as the PMC lead for the Water Transmission Scheme, overseeing engineering, procurement and construction across multiple lots. This role includes overall planning, scheduling, budgeting, progress monitoring and regular reporting on a monthly, quarterly and annual basis. In this senior position the individual will provide strategic direction, ensure governance compliance, and coordinate with clients, consultants, contractors, vendors and regulatory authorities. The focus is on aligning project activities with strategic objectives while maintaining safety, quality and continuous improvement cultures. • Lead planning, execution, and delivery of the Water Transmission Scheme across all project lots. • Establish program governance and ensure adherence to project management standards. • Coordinate with clients, supervision consultants, contractors, vendors, and regulatory authorities. • Oversee development and implementation of project plans, schedules, and budgets. • Monitor project performance and implement corrective actions as needed. • Prepare and present regular progress, risk, and commercial status reports to senior management and the client. • Manage risk mitigation strategies and resolve escalations promptly. • Review engineering designs for constructability and regulatory compliance. • Mentor and develop project team members, promoting safety, quality, and continuous improvement.

What You Bring

Qualified candidates must hold a Master’s or Bachelor’s degree in a related field and bring over 20 years of experience in large‑scale water distribution programmes, including at least five years of PMC leadership in the GCC on projects exceeding $1 billion CAPEX. Key competencies include project management methodologies, mechanical engineering principles for water transmission, scheduling, resource management, and strong leadership and communication skills. • Hold a Master’s or Bachelor’s degree in a related discipline with 20+ years of experience in large water distribution programs. • Minimum five years of PMC experience in the GCC on programs exceeding $1 billion CAPEX. • Demonstrate strong project management, mechanical engineering, scheduling, and resource management skills. • Exhibit exceptional leadership, communication, problem‑solving, and decision‑making abilities.
