About the Role
The senior contract manager will administer contracts from cradle to grave, lead negotiations for professional, engineering, and construction services, and analyze contractual issues and risks. They will implement solutions, negotiate complex or sensitive matters with the client and other contractors, and guide a team of contract administrators while ensuring proper support for proposal preparation and contract administration. • Manage end‑to‑end contract administration for a major U.S. Federal Government program. • Lead negotiations for professional, engineering, and construction services contracts. • Analyze contractual risks, advise leadership, and implement solutions to resolve issues. • Oversee a team of Contract Administrators, providing training, performance evaluations, and staffing assignments. • Collaborate with project management and directorate on proposals, negotiations, and contract administration. • Review and address Federal Government Contracting Officer queries and non‑conforming RFP terms. • Ensure compliance with FAR, DFAR, CPFF, FFP, and T&M contract structures.

What You Bring
Required qualifications include a JD or a bachelor’s degree in business administration, finance, or a related field, and at least 15 years of prime contract administration experience within a large international engineering and construction firm. Candidates must have comprehensive knowledge of industry practices, FAR and DFAR regulations, CPFF, FFP, and T&M contract structures, strong communication and interpersonal skills, and proficiency with standard contract‑administration software. Desired skills include experience in proposal preparation, change management, pricing, and managing subcontractor agreements. No security clearance is required, though the ability to obtain a DHS suitability determination is essential. The position is part of Parsons’ corporate team, which has over 80 years of experience delivering defense, intelligence, and critical‑infrastructure solutions worldwide. • Possess JD or Business Administration degree and 15+ years prime contract administration experience. • Demonstrate strong written/oral communication, interpersonal, and PC software skills. • Desired: proposal preparation, change management, pricing experience, and managing subcontractor contracts. • Travel 10‑20% and maintain appropriate DHS suitability determination.
