About the Role
The engineer will prepare engineering plans, designs, specifications, standards, cost estimates, system studies, and related evaluations. This role provides professional engineering services across planning, construction, operation, maintenance, and analysis of PSE’s electric transmission facilities and assets, while ensuring compliance with NERC and FERC requirements. • Perform studies and analyses to determine transmission system needs and develop infrastructure projects. • Develop 10‑year transmission system models using load and resource forecasts. • Conduct complex power system modeling and simulation with tools such as PowerWorld. • Interpret codes, standards, and guidelines to support project development and compliance. • Document technical solutions for both technical and non‑technical audiences. • Provide engineering support for construction, operation, and maintenance of transmission assets. • Ensure compliance with NERC Reliability Standards and PSE’s Open Access Transmission Tariff. • Participate in public meetings and represent PSE at regional planning forums (e.g., Northern Grid, WPP). • Coordinate with Integrated Resource Planning on renewable energy integration. • Maintain and update internal planning criteria, specifications, and technical documentation. • Support emergency response and restoration efforts as needed. • Supervise engineering assistants, technicians, or contractors on project tasks.

The Transmission Strategy & Planning department seeks a qualified Local Transmission System Planning Engineer II to join its team. Work arrangements will be discussed during the interview process. Minimum qualifications include a Bachelor of Science degree in electrical, mechanical, civil, or a related engineering field (PE license preferred) and at least three years of experience in planning, design, specification preparation, field work, cost estimating, and scheduling. Candidates must demonstrate strong organization, documentation, prioritization, and project‑management abilities. Desired qualifications include experience working with internal and external customers, familiarity with utility codes and equipment, coordination of external consultants, possession of an EIT certificate with intent to obtain a PE license, and knowledge of engineering economics and utility accounting practices. • Minimum: BS in electrical/mechanical/civil engineering (PE preferred) and 3+ years of planning/design experience. • Strong organization, documentation, prioritization, and project management skills. • Desired: experience with internal/external customers, utility codes, consultant coordination, EIT certification, and knowledge of engineering economics.
