About the Role
The Commercial Manager will deliver commercial activities within the integrated ‘On Network Works’ (ONW) delivery team, reporting to the Senior Commercial Manager, ONW. The role supports both HS2 and Network Rail, working alongside project management, sponsors, functional teams and the Network Rail capital delivery team to assure and support activities in line with the Implementation Partnership Agreement (IPA). In the pre‑contract and procurement phase the manager provides commercial input to governance, ensures timely stakeholder approvals, challenges project strategy and delivery methods, and supports drafting of remits and awards under the IPA with appropriate governance and commercial assurance. Post‑contract, the manager provides commercial assurance to the ONW Senior Commercial Manager, oversees contract and commercial management of remits and awards, administers IPA obligations—including variations, compensation events, payments and performance incentives—and maintains cost verification, monthly performance analysis, MBR reporting, dispute settlement and day‑to‑day commercial advice. The role also leads and reviews estimates, approves change and risk draw‑down in line with corporate governance, manages commercial resources by setting objectives, monitoring performance and developing staff, and contributes domain knowledge to improve contract and commercial management policies, processes and procedures. • Provide commercial input to governance and secure stakeholder approvals during pre‑contract phase. • Draft and award works under the Implementation Partnership Agreement with commercial assurance. • Manage post‑contract commercial activities, including variations, payments and performance incentives. • Maintain cost verification, analyse monthly performance and contribute to MBR reporting. • Support dispute settlement and give day‑to‑day commercial advice to delivery teams. • Identify project savings opportunities and develop business case proposals. • Lead and review cost estimates and approve change and risk draw‑down per corporate governance. • Manage and develop commercial team members, setting objectives and monitoring performance. • Develop and improve contract and commercial management policies, processes and procedures. • Promote Equality, Diversity and Inclusion in all aspects of work. • Adhere to HS2 safety standards and the ‘Safe at Heart’ programme.

The ideal candidate can manage high‑value, delivery‑critical contracts on major infrastructure projects, develop commercial strategies and value‑driven supplier relationships, negotiate and resolve disputes, and demonstrate strong contract, commercial and risk‑management skills. Benefits
Salary ranges from £46,406 to £54,595 per annum depending on skills and experience, plus a 20% flexible benefits fund that is paid on top of base salary, fully pensionable, and a suite of competitive benefits listed on the company website.
