About the Role

The firm is hiring an Associate Director – Cost Manager/Quantity Surveyor to lead cost management on a large‑scale, mission‑critical data‑center program in Beaver County, PA. This client‑facing leadership role requires exceptional communication and the ability to influence stakeholders at all levels. You will provide strategic direction, manage internal and external teams, and ensure alignment of scope, budget and schedule throughout the project lifecycle. The position also involves promoting Turner & Townsend’s purpose, values and vision while driving collaboration and accountability. • Lead end‑to‑end cost management across all project phases for hyperscale data centre programs. • Develop and maintain detailed cost plans, estimates and forecasts using industry benchmarks. • Manage change control, review and negotiate change orders, and ensure robust commercial governance. • Oversee contractor and subcontractor pricing reviews, scope validation and procurement strategy development. • Coordinate cost forecasts with scheduling teams and project milestones. • Serve as primary contact for commercial status reporting, producing monthly cost reports and executive summaries. • Interface with clients, stakeholders and consultants throughout project stages, maintaining strong relationships. • Conduct cost risk analysis, scenario planning and monitor market trends for escalation and pricing. • Develop cost optimisation and value‑engineering strategies to reduce lifecycle costs. • Set and track performance KPIs, preparing presentations for senior leadership. • Manage financial performance via internal systems, implementing Business Management Systems and best practices. • Identify and improve cost‑management processes, templates and tools; capture lessons learned. • Provide leadership, mentor junior staff, conduct performance reviews and foster a collaborative culture. • Act as brand ambassador, develop market understanding, build a pipeline and identify cross‑selling opportunities. • Participate in proposals/RFP responses and networking events to expand market presence. • Adhere to SOX control responsibilities where applicable.

What You Bring

• Bachelor’s degree in Quantity Surveying, Construction Management, Engineering or related field; graduate degree preferred. • 8–10+ years of cost‑management or project‑controls experience on large‑scale, mission‑critical projects. • Proven construction consultancy and client‑facing delivery background. • Strong understanding of MEP systems, resilience requirements and campus‑scale infrastructure. • Expertise in budgeting, financial reporting, cost control, Earned Value Management and procurement strategies. • Proficiency with CostX, Oracle, Excel, Primavera or similar cost‑management tools. • RICS accreditation or progress toward certification highly desirable. • Excellent communication, presentation, negotiation and stakeholder‑management skills. • Strong analytical, problem‑solving abilities; highly organized and able to manage multiple priorities.
