About the Role

The role will head the project‑controls function for a large semiconductor manufacturing facility in Lehi, Utah, requiring deep expertise in schedule management, cost control and risk mitigation across multi‑phase capital projects. • Define and execute the strategic framework for cost, schedule, and risk management. • Approve project budgets and oversee cash‑flow and financial planning. • Lead cross‑functional risk workshops and maintain ongoing risk registers, including Monte Carlo analyses. • Produce regular performance reports covering forecasting, trending, issues and overall status. • Develop and maintain the Project Execution Plan and master schedule, reviewing critical path and interface milestones. • Manage change control processes and impact mitigation for scope, cost, and schedule adjustments. • Establish baselines, metrics and controls to measure team performance against project objectives. • Guide diversity compliance monitoring, reporting and related protocols. • Oversee project estimating, total cost of ownership and contingency methodologies throughout the lifecycle. • Review and approve construction progress, recovery plans, and claim resolution recommendations. • Coordinate project intake to ensure robust business cases, schedules and cost estimates from inception to closeout. • Lead the Project Controls team, ensuring quality control and assurance of deliverables. • Ensure compliance with SOX controls where applicable. • Collaborate with internal and external stakeholders to secure consensus on project‑controls decisions.

What You Bring

Turner & Townsend are seeking an experienced Director‑Project Controls to lead project‑controls services for major client accounts, driving strategic direction, team performance and broader business initiatives. The successful candidate will possess extensive education and experience in construction‑related disciplines, combined with strong leadership, analytical and communication skills to influence and motivate multidisciplinary teams. • Bachelor’s degree in construction management, cost management, quantity surveying, engineering or related field (master’s preferred). • 12+ years of project‑controls experience on major capital projects. • At least 2 years managing high‑performing project‑controls teams in a consulting environment. • Proven track record in schedule development, cost control, estimating and risk management. • Proficiency with Primavera P6, Microsoft Project and advanced Excel for data analysis and reporting. • Strong analytical, problem‑solving and communication skills. • Knowledge of contract delivery methods, regulatory requirements and industry standards.
