About the Role
In this position you will develop wireless capabilities, design and optimize networks, create documentation, and use diagnostic tools to evaluate equipment performance. You will also monitor statistical data, apply propagation and antenna theory for tower placement, perform capacity and frequency planning, recommend site upgrades, and support customers with complex RF systems used in communications, radar, and electronic warfare. • Analyze and develop wireless telecommunications capabilities for various operations. • Design, plan, establish, and optimize wireless networks, ensuring RF link performance, quality, and reliability. • Develop wireless network infrastructures and recommend system enhancements for optimization. • Use measuring and diagnostic tools to evaluate and adjust equipment performance. • Create manuals and support documentation for wireless systems and applications. • Optimize existing networks by adjusting radio parameters, adding or deleting neighbors, and addressing hardware issues. • Monitor and analyze statistical and drive test data to improve performance indicators such as dropped calls and handoff features. • Apply propagation, cellular, and antenna theory to determine optimal tower antenna placement. • Perform capacity planning, GSM frequency planning, and frequency hopping using carrier/interference ratio analysis. • Recommend site upgrades, including antenna down‑tilting and re‑orientation of radios. • Support customers in development, acquisition, and sustainment of complex RF systems used in communications, radar, and electronic warfare. • Design and evaluate RF components such as up/down converters, amplifiers, MMICs, MCMs, and TRMs. • Reverse engineer legacy RF hardware to develop obsolescence plans and perform trade analysis. • Develop and execute Test & Evaluation plans for RF test stations and field test events. • Model and simulate RF circuits and RF propagation. • Prepare and present technical reports to stakeholders. • Conducting test and evaluation for RF systems and field events.

What You Bring
Parsons is seeking talented Satellite Network Engineers to analyze, design, plan, develop, and optimize advanced wireless telecommunications and satellite network technologies that support critical operations. The role focuses on designing and deploying functional networks and satellite systems using methods such as RF link optimization, cellular and antenna theory, and emerging technologies like broadband over powerline and line‑of‑sight communications. Candidates must have a bachelor’s degree and at least 8‑10 years of related experience, expertise in RF link, cellular, propagation, and antenna theory, and proficiency with diagnostic and modeling tools such as Agilent ADS, ANSYS HFSS, NI LabView, and MATLAB. Strong analytical, problem‑solving, and technical writing skills are required, along with the ability to travel domestically and internationally and an active TS/SCI clearance. Desired experience includes OCONUS travel to developing or conflict zones, GSM frequency planning and hopping, capacity planning, reverse‑engineering legacy RF hardware, and conducting test and evaluation plans for RF systems. A solid understanding of radar phased‑array T/R module design and modeling is also valued. The position is part of the Federal Solutions team, which delivers resources to US government customers across defense, security, intelligence, infrastructure, and environmental sectors. An active Top Secret SCI security clearance is mandatory. • Demonstrate expertise in RF link, cellular, propagation, and antenna theory. • Proficiency with diagnostic tools and equipment performance evaluation. • Experience designing radar phased‑array T/R modules and conducting phase noise analysis. • Familiarity with Agilent ADS, ANSYS HFSS, NI LabView, and MATLAB. • Strong modeling skills for near‑field antenna patterns and RF circuit simulation. • Proficiency with Microsoft Word, Excel, and PowerPoint for documentation and reporting. • Ability to develop clear technical reports and documentation. • Strong analytical and problem‑solving abilities. • Willingness to travel domestically and internationally, including OCONUS locations. • Active Top Secret SCI security clearance required. • Experience with GSM frequency planning and frequency hopping. • Knowledge of capacity planning and wireless network optimization techniques. • Experience reverse engineering RF hardware and creating obsolescence strategies. • Understanding of radar phased‑array T/R module design and modeling.
