About the Role

The Substation Engineering Manager partners closely with the Project Manager—who oversees scope, schedule, budget, and client relationships—while the Engineering Manager leads the technical execution of substation projects. This role develops and implements technical project execution plans, assigns tasks, and provides guidance to the project team. Key duties include supporting scope, schedule, and budget through proposal development, work‑breakdown structures, risk assessment, change and schedule management, and performing quality checks per HDR’s Quality Management System. The manager completes technical requirements for substation communication projects, reviews existing infrastructure and standards, evaluates protection and control schematics, develops RTU/EMS point lists, configures devices, conducts lab testing, coordinates relay communication parameters and EMS database changes, and provides technical support to field technicians. Additionally, the role mentors engineers and designers, leads multiple concurrent projects across locations, and may develop technical papers or presentations for industry events. • Partner with the Project Manager to handle technical execution while the PM manages scope, schedule, budget, and client relations. • Create and implement technical project execution plans for substation projects. • Assign tasks and provide technical guidance to project team members. • Support scope, schedule, and budget through proposal development, work‑breakdown structures, risk assessment, change management, and schedule tracking. • Perform quality checks and reviews of deliverables in accordance with HDR’s Quality Management System. • Complete technical requirements for substation communication projects of basic to moderate complexity. • Review existing communication infrastructure and utility standards to recommend design solutions. • Conduct technical reviews of protection and control schematics from communication/SCADA perspectives. • Develop RTU and EMS point lists and associated documentation. • Configure RTUs, HMIs, I/O devices, meters, PLCs, communication processors, and network devices using proprietary software. • Test and troubleshoot device configurations in a lab environment. • Coordinate protective relay communication parameters and EMS database changes with utilities. • Provide technical support to field technicians via phone, email, and occasional on‑site visits. • Mentor and train Project Engineers, EITs, and CADD/Designers while leading multiple projects across locations. • Develop technical papers or presentations to showcase HDR’s capabilities at industry events.

What You Bring

Candidates should hold a Bachelor’s degree in Electrical or Architectural Engineering with an electrical emphasis (a Master’s is preferred) and possess at least ten years of experience in building electrical design, including lighting, power, life‑safety, and building‑management systems. A Professional Engineer license, strong proficiency with Microsoft Office, AutoCAD, and electrical design software, and a commitment to HDR’s employee‑owned culture are required. • Hold a Bachelor’s (required) or Master’s (preferred) degree in Electrical or Architectural Engineering with an electrical emphasis. • Possess at least 10 years of experience in building electrical design and a Professional Engineer license. • Demonstrate strong proficiency with Microsoft Office, AutoCAD, and electrical design software. • Show commitment to HDR’s employee‑owned, inclusive culture.
