About the Role

The FMS Analyst will provide technical analysis support for the acquisition, planning, and organization of a Foreign Military Sales (FMS) program within the STARE Project Office of the Portfolio Acquisition Executive Fires. The role monitors and analyses activities across all program‑life‑cycle phases—from initiation through close‑out—while contributing recommendations to strategic plans, risk‑management strategies, and integrated master schedules. In this position the analyst will coordinate program‑status updates, develop acquisition planning requirements, and maintain tracking techniques using systems such as DSAMS, CISIL, and SCIP. The analyst also prepares and supports meetings, working groups, and conferences with briefings, reports, and after‑action reviews to drive continuous improvement. • Provide technical support for Program Management FMS Case Integrator, including analysis, case development, and management. • Collect, organize, and interpret technical and financial data related to acquisition and program milestones. • Oversee program‑management actions by analyzing, planning, coordinating, directing, and reviewing FMS program performance. • Coordinate and update FMS program status, progress reports, and forecasts. • Develop acquisition planning documents such as Letter of Request (LOR), Letter of Offer and Acceptance (LOA), and Price and Availability (P&A) requirements. • Review and develop Statements of Work, contracts, technical evaluations, and deliver briefings and general support. • Create and maintain tracking techniques using DSAMS, CISIL, and SCIP to monitor program execution. • Research and analyze data to identify and resolve issues promptly, presenting findings clearly in written and numerical formats. • Prepare and support meetings, working groups, and conferences with analysis, reports, briefings, and minutes. • Track project milestones and deliverables, conducting After‑Action Reviews to identify internal improvements.

What You Bring

Basic qualifications include U.S. citizenship, a current Secret security clearance, and either a bachelor’s degree with at least five years of FMS or weapons‑systems program management experience, or eight years of equivalent experience. Preferred qualifications are experience in FMS acquisition and contracting, a master’s degree, and willingness to travel up to 10 % of the time, potentially to international locations. • Must be a U.S. citizen with a current Secret security clearance. • Bachelor’s degree plus 5+ years of FMS or weapons‑systems program management experience, or 8+ years equivalent experience. • Preferred: experience in FMS acquisition and contracting; master’s degree. • Travel up to 10 % of the time, including possible international locations.
