About the Role

• Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce and present monthly cost reports, executive summaries and funding data to stakeholders. • Coordinate cost information from design teams, contractors, subcontractors and vendors for validation and auditing. • Compile built cost records for benchmarking and continuous improvement. • Lead procurement strategy, review contractor pricing, validate scope and negotiate fair contracts. • Manage final accounts and ensure timely agreement. • Own change control: review, estimate, negotiate, reconcile change orders and post‑contract cost variances. • Support cost risk analysis, scenario planning, contingency management and commitment tracking. • Implement robust cost control systems, including Earned Value Management where applicable. • Integrate cost with schedule and scope, collaborating closely with project controls and scheduling teams. • Drive engineering priorities based on cost impact and lead value engineering initiatives. • Monitor market trends such as escalation, labour availability and material pricing and provide timely insights. • Serve as primary client interface to meet objectives and deliver service excellence. • Prepare and present executive‑level updates and written comments on general contractor submissions. • Ensure adherence to internal Business Management Systems and company delivery methodologies. • Mentor and coach junior team members, fostering a high‑performance, one‑business culture. • Oversee financial management including margin tracking and monthly fee/resource forecasts. • Perform SOX control responsibilities where applicable.

What You Bring

Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to serve as the key day‑to‑day client interface and deliver a value‑added cost management service on a large‑scale, mission‑critical data centre programme. The role is pivotal in ensuring the project is delivered on time, within budget and to the highest standards, with strong emphasis on governance, commercial rigor and stakeholder engagement. The ideal candidate is comfortable operating in a client‑facing environment, communicates clearly and can work both independently and as part of a collaborative team while embodying Turner & Townsend’s purpose, values and vision. This position offers a hybrid work schedule, requiring three days per week onsite at the project location in Maiden, NC, with the flexibility to work remotely two days per week. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field. • 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centres. • Construction consultancy experience strongly preferred. • Strong understanding of MEP systems, resilience requirements and campus‑scale infrastructure for hyperscale data centres. • Solid foundation in budgeting, financial reporting, cost control systems and Earned Value Management. • Expertise in procurement strategies and commercial management of contractor/vendor contracts. • RICS accreditation or progress toward certification is advantageous. • Excellent communication, negotiation and stakeholder management skills. • Strong analytical and problem‑solving abilities with high attention to detail. • Proficiency with industry‑standard cost management tools and software.
