About the Role
In this role you will lead feasibility studies and procurement strategy, oversee estimating and cost planning, manage the full procurement cycle and supervise contract documentation. You will ensure effective cost control, evaluate contractor claims and lead a team of Cost Consultants, while building senior stakeholder relationships and supporting net‑zero carbon transition goals. • Lead feasibility studies, provide procurement strategy advice, select contracts and prepare detailed procurement reports. • Oversee estimating and cost planning, own and present final cost plans using value management techniques. • Manage the full procurement cycle, including pre‑qualification, enquiry, analysis, selection and contract preparation. • Supervise preparation and execution of contract documents, warranties, bonds, licences and advise on contract administration. • Ensure effective cost control, valuation of works, monthly post‑contract reporting and identify costs related to design changes and construction activities. • Evaluate contractor claims for delays and additional costs; advise on certificates for defect remediation, practical completion and final account agreement. • Lead and develop a team of Cost Consultants, providing coaching, mentoring, performance management and driving improvements in systems and processes. • Manage senior stakeholders, build strong internal and external relationships, implement continuous improvement initiatives and support net‑zero carbon transition goals. • Safety first – champion a safe, diverse and inclusive working environment. • Create opportunity – promote continuous improvement and inspire people to develop.

What You Bring

The successful candidate will hold a degree in quantity surveying or cost management (or equivalent) and be a member of a professional body such as MRICS/RICS, progressing towards fellowship. Strong commercial and financial acumen, knowledge of value engineering, life‑cycle costing and construction contract law, and experience working in large, diverse teams and with senior stakeholders are essential. • Degree in quantity surveying or cost management (or equivalent). • Professional membership (e.g., MRICS/RICS) and progressing towards fellowship, or equivalent professional development. • Strong commercial and financial acumen. • Knowledge of value engineering, life‑cycle costing, contract law and construction contractual frameworks. • Experience managing parts of projects within large, diverse teams. • Experience managing relationships with senior stakeholders. • Client focus – own quality of deliverables and build long‑term client relationships.
