About the Role

The Senior Manager, Payroll Tax and Compliance leads the development and execution of WM’s payroll tax strategy, ensuring compliance with federal, state, local and international regulations while supporting broader payroll and finance objectives. This role provides strategic leadership, technical expertise, and acts as a trusted advisor to Payroll, Finance, HR and senior leadership, proactively identifying risk and driving continuous improvement. The manager oversees end‑to‑end payroll tax operations, governance, risk controls, and system integration across a large, complex workforce. They lead cross‑functional initiatives, manage audits and year‑end reporting, and champion automation and data‑driven process improvements. • Develop and execute a forward‑looking payroll tax strategy aligned with organizational goals. • Partner with Payroll Operations, Accounting, HR, and Legal to influence executive decisions. • Identify emerging payroll tax risks, legislative changes, and recommend mitigation. • Lead cross‑functional payroll transformation, system implementation, and process redesign initiatives. • Oversee accurate calculation, withholding, filing and remittance of all payroll taxes. • Ensure compliance with federal, state, local and international payroll tax laws. • Provide expertise on complex taxable transactions such as equity compensation, supplemental wages and multi‑state taxation. • Manage year‑end payroll tax processes, including W‑2/W‑2c reporting and auditor coordination. • Direct payroll tax audits, notices and regulatory inquiries with timely resolutions. • Establish payroll tax governance, internal controls and documented procedures. • Define and monitor payroll tax KPIs to ensure accuracy and timeliness. • Conduct root‑cause analysis of tax issues and implement corrective actions. • Lead payroll tax system integration for Oracle HCM, ADP Smart Compliance and related tools. • Collaborate with integrations and reporting teams to ensure data integrity. • Drive automation, standardization and optimization of payroll tax processes. • Use data analytics to identify trends and improve compliance efficiency. • Lead, develop and mentor payroll tax team members. • Serve as escalation point for complex payroll tax matters.

What You Bring

• Bachelor’s degree in Accounting, Tax, Business Administration or related field; 8+ years experience. • Minimum 3 years of people‑leadership experience. • Preferred: Master’s degree, CPA, CPP certifications. • Frequent repetitive motions and eye/hand/foot coordination; constant sitting, talking, and hearing in an office setting.
