About the Role
The position involves administering digital delivery services, developing and maintaining in‑house tools for emergency preparedness, and managing spatial data. It also includes risk and consequence modelling, gap assessments, and support for regulatory and response planning, training, and Incident Command System management. • Administer and update digital delivery services • Develop and maintain in-house software tools and services for emergency preparedness analysis • Gather, catalog, and update spatial data for emergency preparedness analysis • Conduct risk and consequence modelling using a variety of software programs • Assist in gap assessment and program review of client emergency management programs • Support delivery of Emergency Preparedness services, including regulatory/response planning, hazard and risk assessments, training, exercises, and Incident Command System management • Prepare technical correspondence, proposals, reports, evaluations, lessons learned, ICS documentation, and work plans • Support business development with existing and new clients, including proposal pursuits • Lead or support project management activities such as cost and budget tracking, scheduling, client communication, and scope preparation • Support training and mentoring of junior staff

Based in Waterloo, the role operates in a matrix environment collaborating with skilled professionals across North America, and follows a hybrid work model with three days on‑site each week. Candidates must hold a Bachelor’s or Master’s degree in a scientific or technical discipline with an industry or GIS focus, and bring 5‑10 years of consulting, software development, or industrial emergency management experience. Required skills include Python, database and web development, GIS software, and proficiency with the U.S. Homeland Security Exercise and Evaluation Program, along with strong problem‑solving and communication abilities. • Bachelor’s or Master’s degree in science, social science, computer, environmental, or emergency management with industry or GIS focus • 5–10 years of experience in consulting, software development, or industrial emergency management • Experience with the U.S. Homeland Security Exercise and Evaluation Program • Skills in environmental modelling, Python development, database administration, web development, GIS software, and online security practices • Proficiency with Microsoft Office suite and strong problem‑solving abilities • Ability to communicate technical information clearly to diverse audiences • Eligibility for a TN Visa, valid driver’s license and passport, and willingness to travel up to 15% • Positive attitude, strong interpersonal skills, and capability to work independently and collaboratively
