The analyst will work with LACCD staff to identify state and federal prevailing‑wage applicability, provide wage rates for contract solicitations, and present labor‑compliance requirements at pre‑bid and pre‑construction meetings. Responsibilities include collecting and reviewing weekly Certified Payroll Records, communicating with contractors to resolve discrepancies, investigating alleged violations, auditing documents, preparing withholding notices, and maintaining complete electronic or hard‑copy contract files. Additional duties involve tracking changes to labor‑compliance regulations, assisting the Labor Compliance Officer in developing policies and manuals, conducting site visits, job walks, and random trade‑worker interviews, and acting as the primary liaison between campus staff and the LCP team. The position requires travel throughout the district, attendance at various project meetings, and reporting activities monthly. The work schedule follows a four‑day in‑office, one‑day remote policy, subject to supervisor approval. • Monitor, audit, and enforce LACCD Labor Compliance Program across educational construction projects. • Conduct field interviews and coordinate with contractors/subcontractors to ensure compliance with California labor code, prevailing wage rules, and Davis‑Bacon Act. • Identify prevailing‑wage applicability, provide wage rates for contract solicitations, and present requirements at pre‑bid and pre‑construction meetings. • Collect, review, and verify weekly Certified Payroll Records and related documentation. • Resolve payroll discrepancies with contractors and investigate alleged violations. • Audit contractor documents, determine withholding amounts, and prepare withholding notices. • Maintain up‑to‑date electronic and hard‑copy labor‑compliance contract files. • Track regulatory changes and assist in updating compliance policies and manuals. • Perform site visits, job walks, random trade‑worker interviews, and report findings monthly. • Serve as primary liaison between campus staff and the LCP team, attending project meetings as needed.

The Tsui Group is seeking a qualified and experienced candidate for educational facility construction projects to serve as a Project Coordinator II (Labor Compliance Analyst) for a large educational client in Los Angeles County. The role involves monitoring, auditing, and enforcing the LACCD Labor Compliance Program in line with LACCD and DIR practices, conducting field interviews, and coordinating with contractors and subcontractors to ensure compliance with California labor laws, prevailing wage requirements, and the Federal Davis‑Bacon Act when applicable. Minimum qualifications include at least two years of public‑works construction experience and a Bachelor’s degree or equivalent experience, a clear understanding of construction practices and labor laws, strong interpersonal and communication skills, a valid California driver’s license, and proficiency in MS Office. Preferred qualifications are experience with Labor Compliance and LCP Tracker and bilingual Spanish ability. • Travel throughout Los Angeles County district; possess a valid California driver’s license. • Minimum 2 years public‑works construction experience and a Bachelor’s degree (or equivalent experience). • Strong interpersonal, written, and verbal communication skills; proficient in MS Excel and Word. • Preferred: experience with Labor Compliance, LCP Tracker, and bilingual Spanish proficiency.
