About the Role

The incumbent will lead the Highway and Traffic Engineering team, oversee project delivery, manage the group's financial performance, and drive business development for state, county, and municipal transportation work in Central New York. • Lead and oversee Highway and Traffic Engineering staff and project teams. • Manage overall workload and backlog. • Oversee project budgets and work schedules. • Recruit, mentor, set goals, and conduct performance reviews for staff. • Coordinate training and staff development initiatives. • Assist engineers, designers, and project managers in design decision‑making. • Manage project scope, schedule, technical design, and delivery. • Ensure quality control and adherence to company standard procedures. • Communicate with clients and provide customer service. • Account for the group’s financial performance, including revenue, profitability, write‑offs, billings, and collections. • Monitor administrative functions such as timesheets, billing timeliness, and collections. • Pursue and acquire new project opportunities with clients. • Prepare proposals with technical approach and pricing. • Participate in external organizations, events, and conferences. • Direct responsibility for project budget, scope, schedule, delivery, and quality.

What You Bring

Colliers Engineering & Design is looking for a Project Manager or higher to expand its Highways & Traffic Engineering practice in Central New York, ideally based near Syracuse or Binghamton, with openness to candidates in Albany, Buffalo, and Rochester. The role targets professional highway or traffic engineers experienced in winning and managing multi‑disciplinary transportation projects for agencies such as NYSDOT, NYSTA, and local governments. Candidates must hold a bachelor's degree in civil engineering, a New York State Professional Engineer license, and have extensive transportation engineering experience, including management of NYSDOT, LDSA, and municipal projects and familiarity with SEQRA, NEPA, and regional permitting processes. • Bachelor’s degree in civil engineering. • Minimum 8 years of transportation engineering experience. • New York State Professional Engineer (PE) license. • Experience managing NYSDOT, LDSA, and municipal projects from preliminary engineering through construction. • Ability to navigate SEQRA and NEPA processes. • Experience with community outreach processes. • Proficiency in NYSDOT Highway Design Manual and other agency roadway design standards. • In‑depth knowledge of regional regulatory permitting processes. • Skills in proposal preparation, budget development, and financial tracking. • Proficient written and verbal English communication.
