About the Role
The HS&E Specialist oversees health, safety, and environmental performance on the Riyadh construction site, ensures regulatory compliance, provides training, and supports incident investigations while acting as a liaison between Parsons and the contractor. • Conduct daily site visits to monitor health, safety, and environmental conditions. • Review contractor HSE documentation, RAMS, and submittals and provide guidance. • Liaise with contractors to address HS&E issues and enhance performance. • Report site activities through the digital reporting system and mentor users. • Perform HS&E compliance walkthroughs and ensure issues are closed satisfactorily. • Deliver training sessions to SAPL, contractor, and client personnel. • Assist in incident investigations and prepare related reports. • Deputise for senior HS&E staff when absent.

What You Bring
Parsons is seeking an exceptionally talented HS&E Specialist (Saudi National) to join the SAPL PMCM team on a large‑scale construction project in Riyadh. The role involves directly managing a multi‑discipline contractor and showcasing your skillset on a significant operational platform. Required qualifications are a bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering or a related field, a minimum of three years’ HSE experience on large construction or infrastructure projects, and mandatory NEBOSH IGC certification. Additional certifications such as OSHA 30‑hour Construction Safety or IOSH Managing Safely are also expected. Desired skills include incident investigation training, a strong drive for continuous improvement, proficiency with the Microsoft Office suite, and ambition to advance to higher levels within the organization. • Hold a bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field. • Possess at least three years of HSE experience on large‑scale construction projects. • Maintain NEBOSH IGC certification; OSHA 30‑hour Construction Safety or IOSH Managing Safely preferred. • Have incident investigation training and strong Microsoft Office skills.
