About the Role

The Senior Cost Manager/Quantity Surveyor will serve as the primary client liaison on a large‑scale data centre programme, ensuring delivery on time, within budget and to the highest quality standards. The role demands strong governance, commercial rigor and proactive stakeholder engagement, while promoting Turner & Townsend’s purpose and values. The successful candidate will lead cost‑management activities, mentor junior staff and uphold the firm’s delivery methodologies. Key responsibilities include developing detailed cost plans, producing regular cost reports and executive summaries, and consolidating cost data from design teams, contractors and vendors for validation. The incumbent will lead procurement strategies, negotiate contracts, manage change orders, and oversee final accounts. Integration of cost, schedule and scope, implementation of Earned Value Management where applicable, and driving value‑engineering initiatives are also critical. Additionally, the role requires monitoring market trends, providing financial insights, and ensuring compliance with internal controls and SOX requirements. • Develop and maintain detailed cost plans and estimates throughout design and delivery phases. • Produce monthly cost reports, executive summaries, and funding updates for stakeholders. • Consolidate cost data from design teams, contractors, subcontractors and vendors for validation. • Lead procurement strategy, evaluate contractor pricing and negotiate fair contract terms. • Manage change control process, including review, estimation, negotiation and reconciliation of change orders. • Oversee final accounts and ensure timely agreement with all parties. • Conduct cost risk analysis, scenario planning and contingency management. • Implement and maintain Earned Value Management (EVM) and other cost‑control systems. • Integrate cost data with schedule and scope, collaborating closely with project controls teams. • Drive value‑engineering initiatives to optimise project costs and prioritize engineering decisions. • Monitor market trends such as material pricing and labor availability to provide timely insights. • Mentor junior team members and promote a high‑performance, collaborative culture.

What You Bring

Applicants should hold a bachelor’s degree in construction management, quantity surveying, engineering or a related discipline and possess five to seven years of cost‑management experience in mission‑critical environments such as data centres. Experience in construction consultancy, solid knowledge of MEP systems and campus‑scale infrastructure, and proficiency with budgeting, cost‑control and procurement tools are essential. RICS accreditation, strong communication and negotiation skills, analytical ability and attention to detail are also required.
