About the Role
In this position the professional will oversee cost control, develop cost plans and cash‑flow forecasts, monitor performance against budgets, review change orders and payment applications, support procurement and bid analysis, produce executive‑level cost reports and dashboards, track contingencies and contribute to value‑engineering, manage risk registers, collaborate with cross‑functional teams, improve cost‑management tools and templates, and handle final accounting, post‑contract audits and lessons‑learned reviews, all in compliance with SOX controls where applicable. • Support and manage cost control across multi‑phase data‑center projects. • Develop and maintain cost plans, budgets, and cash‑flow forecasts. • Monitor cost performance, track actuals versus forecasts, and report variances. • Review and validate change orders and payment applications. • Assist procurement strategy, bid analysis, vendor pre‑qualification, and contractor negotiations. • Prepare cost reports, forecasts, executive dashboards, and client presentations. • Track contingencies, commitments, and contribute to value engineering initiatives. • Support risk analysis and maintain commercial risk registers. • Collaborate with cross‑functional teams and participate in governance meetings. • Implement and improve cost‑management tools, templates, and reporting standards. • Manage final accounting, post‑contract audits, and lessons‑learned reviews. • Adhere to SOX control requirements where applicable.

What You Bring
The firm is hiring an experienced Cost Manager / Quantity Surveyor to act as the day‑to‑day client interface on a large‑scale, mission‑critical data centre programme. The role requires strong governance, commercial rigor and stakeholder engagement while embedding Turner & Townsend’s purpose, values and vision. Candidates should hold a bachelor’s degree in construction‑related fields (master’s preferred), have 3–6 years of cost management or project‑controls experience in construction (consultancy experience preferred), and possess strong knowledge of cost processes, procurement, risk and value engineering. RICS accreditation, ability to read technical drawings, advanced Excel and data‑analysis skills, and excellent communication and stakeholder‑management abilities are also required. On‑site presence may vary according to client needs, and the company promotes a flexible, inclusive, and diverse work environment. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or related field (master’s preferred). • 3–6 years of cost management/project controls experience in construction, preferably data centres or high‑tech. • Construction consultancy experience strongly preferred. • Expertise in cost management processes including change order review, cash‑flow forecasting and reporting. • Familiarity with procurement strategies, contract commercial management, value engineering and risk management. • RICS accreditation or progress toward certification is a plus. • Ability to interpret technical drawings and specifications; MEP knowledge beneficial. • Proficiency with cost‑management software and advanced Excel/data analysis skills. • Strong communication, organization and stakeholder‑management abilities.
