About the Role
• Estimate and negotiate change orders throughout the construction lifecycle. • Provide cost estimates and cost planning, and present the final cost plan. • Review designs with the design team and contractor to develop cost estimates. • Reconcile changes and ensure contractor data accuracy. • Gather status information from contractor and owner/project manager for cost updates. • Prepare written comments on contractor submissions, including executive summaries. • Coordinate cost information from NPA, subs, and quantities from architects/engineers. • Drive engineering priorities based on cost impact. • Resolve scheduling issues proactively with minimal supervision. • Manage cost checks and valuations on large projects, ensuring timely and accurate processes. • Participate in post‑contract cost variance and change‑of‑control processes. • Manage cost impact, contingency, and commitment tracking logs. • Prepare funding data presentations and coordinate value‑engineering sessions with stakeholders. • Develop cost plans and estimates through design phases, delivering updates at milestones. • Provide commercial input to design optioneering and value‑engineering exercises. • Review contractor/subcontractor pricing and lead negotiations to achieve fair contract prices. • Perform quantity surveying, cost control, and change management throughout the project lifecycle. • Oversee cost auditing, valuation, and validation processes. • Produce monthly cost reports for client presentation. • Negotiate and agree final accounts in a timely manner. • Compile built cost estimate records for benchmarking purposes. • Identify, coach, and mentor talent, celebrating successes. • Utilize internal software to track margins, forecasts, and financial reports. • Implement and maintain Business Management Systems and delivery methodologies. • Model a one‑business culture balancing outcomes for people, clients, stakeholders, and society. • Adhere to SOX control responsibilities where applicable. • Assist overall project cost management and forecasting; generate cost reports and chair forecast meetings. • Provide vendor procurement, funding, change‑control, invoice review, savings capture, and risk management services.

What You Bring
Turner & Townsend are seeking an experienced Senior Cost Manager or Quantity Surveyor to serve as the primary client interface and deliver a value‑added cost management service. The role requires excellent communication skills, self‑motivation, and the ability to work both independently and collaboratively. You will provide leadership, embed the firm’s purpose, values, and vision, and drive successful project outcomes. • Demonstrate excellence in leadership and service delivery per appointment conditions. • Proficient in Excel, Microsoft Office, SAP, and Ariba. • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or related field. • 5–7 years of cost management experience in construction. • RICS accreditation or working towards it (preferred). • Experience leading cost management on medium/large, complex construction projects. • Construction consultancy experience strongly preferred. • Strong knowledge of procurement routes, value management, and value engineering. • Excellent communication skills.
