About the Role
The position requires the creation of detailed utility drawings and cross‑sections, as well as the use of Autodesk Civil 3D and Bentley OpenRoads Utilities. You will monitor drawing progress, ensure compliance with authority standards, and manage the documentation needed for NOC approvals. Regular interaction with clients, government agencies, and internal teams is essential to resolve technical queries and keep projects on schedule. You will attend coordination and design meetings, provide support for the NOC process, and compile weekly and monthly technical reports for management and clients. The role also includes supervising junior engineers, CAD designers, and drafters, guiding them in producing calculations, procurement documents, and technical analyses. Additional duties may be assigned as project needs evolve. • Produce utility drawings and cross‑sections using Autodesk Civil 3D and Bentley OpenRoads Utilities. • Ensure designs comply with authority standards and obtain required NOCs. • Coordinate with internal/external clients and UAE government service authorities on technical queries. • Track and manage utility NOC submissions to meet project timelines. • Attend coordination and design meetings, providing support for NOC processes. • Prepare weekly and monthly technical reports and design documents for management and clients. • Supervise and guide junior engineers, CAD designers, and drafters. • Develop engineering deliverables such as calculations, procurement packages, and technical reports.

What You Bring
Parsons is seeking a talented Utilities Engineer for our Dubai office. The role involves applying standard engineering techniques and analyses across the utilities discipline. You will work on a variety of tasks that support the design and implementation of infrastructure projects. Candidates should bring 5–7 years of experience in utilities engineering, particularly in handling NOC procedures within the Dubai and Northern Emirates infrastructure sector. A bachelor's degree in engineering is preferred, along with at least four years of related experience. Strong knowledge of pipelines, connection chambers, pumping stations, and non‑disruptive road crossings, as well as familiarity with local authority regulations, is required. Excellent oral and written communication skills are a must, as is the ability to coordinate emergency works and interact with the public and various infrastructure authorities. Proficiency with CAD, Primavera P3, MS Office, and other engineering software tools is expected.
