• Coordinate utility relocations to align with project schedules. • Develop alternative utility alignments for cost‑saving opportunities. • Lead technical meetings with designers, contractors, and utility owners to resolve issues. • Prepare RFPs and reference materials for utility‑related procurement. • Manage utility cost estimates and budgets. • Oversee subconsultants and ensure deliverables meet requirements. • Draft utility agreements and ensure regulatory compliance. • Obtain encroachment permits and handle Exceptions to Encroachment Policy. • Monitor third‑party utility owner schedules and verify invoice compliance. • Validate utility designs with the client and integrate across disciplines. • Prepare documentation for Right‑of‑Way certification and acquire necessary rights. • Respond to contractor RFIs related to utilities promptly.

What You Bring
Parsons seeks a Utility Relocation and Interface Manager to support a major program delivering a critical infrastructure project for U.S. border security. The role involves providing Owner‑Agent Construction Management Services, including program and construction management, risk management, scheduling, cost estimating, progress reporting, quality assurance, safety, and related services. U.S. citizenship is required for this position. • US citizenship and ability to obtain DHS suitability determination. • Bachelor’s degree in Business Administration, Engineering, or related field (or equivalent experience). • Minimum 10 years of utility relocation or project management experience. • Strong knowledge of utility design, construction processes, and regulations. • Proven ability to manage budgets, schedules, and subconsultants. • Excellent communication and leadership skills for multidisciplinary coordination. • Proficiency in preparing utility agreements, RFPs, and technical reports. • Experience securing permits and complying with encroachment policies. • Strong organizational skills and attention to detail for record‑keeping. • Experience on large‑scale infrastructure or transportation projects. • Familiarity with Right‑of‑Way certification and permitting. • Ability to develop cost‑saving utility alignment strategies. • Skill in resolving complex design and construction issues. • Proficiency with project management software and tools.
