About the Role

The Cost Manager role is responsible for overseeing core cost‑management functions on construction projects, ensuring cost control, quality objectives and client goals are achieved. The position requires fostering a collaborative, high‑performing project environment while delivering effective cost‑management services. Key duties include providing pre‑contract and post‑contract cost management, estimating, rate analysis and preparing final cost plans for client presentation. The role also involves budgeting for electrical installations during the planning stage, conducting value engineering and risk management, advising on contracts from a cost perspective, and managing the tendering and procurement process from pre‑qualification through to tender analysis and documentation. In addition, the Cost Manager prepares monthly post‑contract cost reports, supports client presentations, and supplies inputs for value‑engineering exercises. Responsibilities extend to interfacing with clients and consultants throughout project stages, identifying improvements to cost‑management procedures, contributing to knowledge management by entering lessons learned into the internal database, and collaborating with the cost‑management team, including overseeing Assistant Cost Managers. • Lead pre‑contract and post‑contract cost management for construction projects. • Estimate, analyze rates and develop final cost plans for client presentation. • Prepare electrical installation budgets during project planning. • Conduct value engineering and risk assessments. • Advise on contract terms from a cost perspective. • Manage the tendering process: pre‑qualification, tender list, analysis, reporting, and documentation. • Monitor post‑contract cost variances and support change control. • Produce monthly cost reports and present findings to clients. • Provide inputs for value‑engineering exercises and improve cost‑management templates. • Capture project learnings in the internal knowledge database. • Mentor and oversee Assistant Cost Managers as part of the team.

What You Bring

Candidates must hold a bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or a related field (master’s preferred), have at least five years of relevant experience, and possess native‑level Japanese proficiency along with strong Cost‑X or equivalent software skills.
