About the Role

The Pre‑Construction Manager will join the Estimating and Tendering function to lead the pre‑construction phase of complex fit‑out projects. Responsibilities include cost planning, tender strategy, supply‑chain engagement, risk management, and seamless handover to delivery teams, working closely with senior heads of Pre‑Construction, Design, Build, and Business Development. • Lead detailed cost planning, estimates, and tender submissions for fit‑out projects of £1 million–£5 million+. • Review architectural, structural, and MEP information to develop competitive cost strategies. • Produce cost breakdowns, work packages, and pricing schedules using Excel and estimating software. • Manage subcontractor and supplier enquiries, assess returns, and negotiate commercial terms. • Develop pre‑contract programmes, procurement schedules, and logistics plans for constrained London sites. • Integrate sustainability standards (BREEAM, LEED, WELL) into pre‑construction planning. • Present cost information and tender proposals to clients, providing value‑engineering advice. • Mentor estimators and junior commercial staff, allocate resources across multiple bids. • Ensure compliance with CDM regulations, building regulations, and JLL health‑and‑safety policies.

What You Bring

• Minimum 6 years experience in pre‑construction, estimating, or commercial management within London fit‑out sector. • Proven track record delivering successful bids on Category A and B projects worth £1 million–£5 million+. • Degree in a construction‑related discipline; MCIOB, RICS, or similar accreditation preferred. • Strong knowledge of construction methods, London market rates, and MEP systems. • Proficient with estimating software, advanced Excel, and familiar with BIM‑based take‑offs. • Understanding of JCT, NEC, and Design‑and‑Build contract forms. • Clear communicator with strong analytical, problem‑solving, and detail‑oriented skills. • Collaborative, commercially astute, and able to work under pressure meeting competing deadlines.
