About the Role

The Interface & Authority of Record (AoR) Manager ensures that all design work complies with the requirements of Saudi Arabian government authorities, utilities, municipalities, regulators, and special jurisdictions, acting as the single point of accountability for approval pathways, external information, and stakeholder coordination. In this role, you will serve as the primary liaison with KSA authorities such as MOMRAH, Amana, Civil Defense, SEC, NWC, SWCC, MOT, and various Royal Commission bodies, while establishing and maintaining a comprehensive Authority Matrix that outlines requirements, submission pathways, timelines, and dependencies. You will coordinate multidisciplinary interface points across architecture, structure, MEP, utilities, roads, landscape, BIM, and external agencies, leading Interface Management Workshops, maintaining an Interface Register, and ensuring designers receive timely site data, surveys, and authority feedback. Creating and tracking an integrated Authority Submission Schedule, you will monitor key milestones—including permits, NOCs, preliminary and final approvals, and utility connection agreements—while highlighting risks early and providing mitigation actions and revised timelines. The role includes advising the client on required engagements, preparing weekly and monthly Authority & Interface status reports, and communicating complex authority requirements in clear, actionable terms for non‑technical stakeholders. You will manage all authority communications, minutes, and approvals within the CDE (Aconex, SharePoint, or equivalent), maintain version control, identify approval risks early, develop mitigation plans, and collaborate closely with design leads, BIM managers, planning managers, QS/commercial teams, and the client PMO. • Serve as primary liaison with KSA authorities (MOMRAH, Amana, Civil Defense, etc.). • Develop and maintain an Authority Matrix outlining requirements, submission pathways, timelines, and dependencies. • Coordinate multidisciplinary interface points and lead Interface Management Workshops. • Maintain an up‑to‑date Interface Register capturing external touchpoints and resolution deadlines. • Create and track an Authority Submission Schedule integrated with the master design program. • Highlight design risks and provide mitigation actions and revised timelines. • Prepare weekly and monthly Authority & Interface status reports for client and internal teams. • Ensure all authority communications, approvals, and version control are recorded in the CDE. • Identify approval risks early and develop mitigation plans with the project manager. • Collaborate with Design Leads, BIM Manager, Planning Manager, QS/Commercial, and client PMO. • Interface coordination and risk mitigation. • Report writing and documentation control.

What You Bring

Qualifications include a bachelor’s degree in Engineering, Architecture, or Construction Management, 8–15 years of experience in design coordination and authority approvals in KSA or GCC, strong knowledge of Saudi Building Code and utility protocols, and excellent English communication skills (Arabic is a strong advantage). • Bachelor’s degree in Engineering, Architecture, or Construction Management. • 8–15 years experience in design coordination and authority approvals in KSA/GCC. • Strong knowledge of Saudi Building Code, Civil Defense, municipal permits, and utility protocols. • Proven track record managing multidisciplinary design teams on large infrastructure projects. • Excellent English communication; Arabic is a strong advantage. • Proficiency with CDE systems such as Aconex, ACC, or SharePoint. • Exceptional communication and stakeholder management. • Authority compliance expertise. • Strong organizational and planning abilities. • Negotiation, conflict resolution, and cultural awareness.
