About the Role
The Technical Manager for Drainage Networks Operations and Maintenance will provide operational leadership for large‑scale O&M transformation programs. This role is accountable for organizing, planning, and managing all staff and activities associated with the drainage system, ensuring its safety, efficiency, reliability, and overall quality. Key duties include developing a comprehensive maintenance plan, overseeing maintenance teams, ensuring compliance with safety and regulatory standards, managing budgets and cost‑saving initiatives, and coordinating with local authorities, subcontractors, and community groups. The manager also negotiates and administers contracts, evaluates work quality, leads and develops the O&M team, implements training programs, oversees manpower planning, reviews performance reports, analyzes data for optimization, and explores new technologies to improve efficiency. • Develop and implement a comprehensive maintenance plan for the drainage network aligned with client priorities. • Schedule, supervise, and equip maintenance teams to ensure efficient, high‑quality work. • Direct staff activities, assign tasks, track progress, and review work outcomes. • Ensure all O&M operations comply with safety policies, best practices, and regulatory standards. • Monitor O&M costs against budget and identify cost‑saving opportunities. • Coordinate with local authorities, government agencies, subcontractors, and community groups. • Manage third‑party contractors, negotiate O&M contracts, and oversee warranties. • Verify work in progress meets quality, statutory, and operational standards. • Lead, coach, and develop the O&M team to meet schedule, scope, and budget targets. • Design and deliver training and upskilling programs for O&M personnel. • Oversee manpower planning and development programs to achieve key objectives. • Review and approve change orders and monthly operation reports from O&M partners. • Analyze O&M data and incidents to drive optimization and efficiency. • Maintain accurate records, prepare periodic reports, and manage correspondence. • Research new technologies and industry developments, recommending efficiency improvements.

What You Bring
Applicants must hold a Civil Engineering degree with at least 25 years of proven experience in drainage system development and O&M projects; a Master’s degree is preferred. The role requires strong project management, problem‑solving, organizational, interpersonal, and leadership skills, as well as experience managing long‑term O&M contracts. Additional desired competencies include the ability to manage complex infrastructure projects, budgets, staff, and stakeholder dynamics, proficiency in written and spoken English, and Arabic as an advantage.
