About the Role
The Senior Construction Manager – Right of Way (ROW) will join the critical team on the prestigious Qiddiya Project in Riyadh. This pivotal leadership role oversees the planning, coordination, and management of all activities required to secure, prepare, and maintain the ROW for diverse infrastructure developments within the master plan, ensuring safety, efficiency, regulatory compliance, and seamless project progression. The position demands close collaboration with land acquisition, legal, and client representatives, as well as extensive coordination with construction package managers to prevent delays and facilitate smooth handoffs. The manager will also act as the primary point of contact with authorities, government agencies, local communities, and landowners, securing approvals and permits. • Develop and implement ROW acquisition, management, and handover strategies for all infrastructure components. • Coordinate with land acquisition, legal, and client teams to ensure timely ROW availability and mitigate conflicts. • Lead site clearing, demolition, fencing, temporary access roads, and boundary demarcation activities. • Manage utility relocation or protection within ROW corridors, minimizing disruption. • Oversee contractors, ensuring schedule, budget, and quality compliance, and conduct regular site inspections. • Serve as primary liaison with Qiddiya authorities, government agencies, communities, and landowners to secure permits and approvals. • Maintain comprehensive documentation and produce weekly/monthly ROW status reports and budget tracking. • Identify ROW risks, develop contingency plans, and resolve complex issues and disputes. • Ensure strict adherence to health, safety, and environmental policies during ROW operations.

What You Bring
• Hold a bachelor's degree in civil engineering or related field and 20+ years of construction management experience, focusing on ROW for large infrastructure projects. • Demonstrate expertise in land acquisition, easements, site preparation, utility coordination, and team leadership. • Proficient in Primavera P6, MS Project, and GIS; PMP certification and fluency in English (Arabic advantageous) are preferred.
