About the Role
The Deputy Program Manager serves as the secondary on‑site point of contact for the client’s Contracting Officer and Representative, and acts as Lead Project Manager for the contract, supervising the Parsons CMa team under the Program Manager. Responsibilities include overseeing a geographically dispersed, multi‑disciplinary staff through design, construction, commissioning, and closeout; ensuring timely deliverables; recruiting and onboarding qualified personnel; managing budget, schedule, safety, and quality; maintaining senior‑level communication with contractor and government stakeholders; developing long‑term program roadmaps; producing technical, financial, and performance reports; and performing risk identification, mitigation, and escalation. • Serve as secondary on‑site contact for the client’s Contracting Officer and Representative. • Lead the contract as Project Manager, supervising the Parsons CMa team. • Oversee design, construction, commissioning, and closeout phases for multi‑disciplinary staff. • Ensure timely submission of deliverables meeting contract requirements. • Recruit, hire, and onboard qualified personnel with HR support. • Manage project budgets, schedules, safety, and quality to meet program goals. • Maintain senior‑level communication with contractor and government stakeholders and produce status reports. • Identify, prioritize, mitigate, and escalate project risks and issues.

What You Bring
Parsons is seeking a passionate, skilled, and experienced Deputy Program Manager for a major program and construction management team supporting a large government customer on a portfolio of infrastructure projects central to U.S. border security. The role will deliver Construction Management as Advisor (CMa) services—including project, construction, contract, risk, scheduling, cost estimating, progress reporting, quality assurance, safety, and other support—across projects valued $50‑250M each, totaling up to $4B. The position is based in Euless, Texas, and requires co‑location or relocation. Required qualifications include a bachelor’s degree in engineering or construction management, professional registration (PE preferred), PMP or CCM certification, and 15+ years of diversified experience managing multi‑million‑dollar Federal construction programs. Candidates must possess strong written and oral communication, advanced leadership, deep knowledge of Federal contracting, acquisition, pricing, and negotiation, P&L management, and risk mitigation. U.S. citizenship, ability to pass federal background checks, a valid driver’s license, and eligibility for DHS suitability are mandatory. Desired skills include program and operations expertise, process improvement, ability to lead large teams in a matrixed environment, high integrity, experience with web‑based project management tools (e.g., Procore, Kahua), design and constructability reviews, SOW development, cost estimating, and critical path schedule analysis.
