About the Role
Parsons is seeking a Handback / Handover Manager to support a complex infrastructure project in Dublin. The role will lead the seamless transition of construction projects from delivery to operational readiness, ensuring assets are completed, commissioned and handed over in line with contractual, regulatory and client requirements. The manager will develop and execute detailed handover plans, coordinate with construction, commissioning, quality and operations teams, and ensure all documentation, certifications and as‑built data are accurate. Acting as the primary point of contact for clients, contractors and internal stakeholders, they will facilitate regular handover meetings, monitor progress, mitigate risks and resolve issues to enable smooth project transitions. The role also includes supporting training, capturing lessons learned and maintaining compliance with health, safety, environmental, quality and regulatory standards. • Develop and execute detailed handover and handback plans, schedules, and checklists • Coordinate with construction, commissioning, quality, and operational teams to ensure readiness • Ensure completion and accuracy of documentation, certifications, approvals, as‑built drawings, O&M manuals, and asset data • Serve as primary liaison for clients, contractors, and internal teams during handover • Lead handover meetings, progress reviews, and audits to monitor project readiness • Identify, assess, and mitigate risks affecting handover timelines, quality, or compliance • Resolve issues and manage stakeholder expectations for smooth transitions • Support training and knowledge transfer to operational teams • Capture lessons learned and drive continuous improvement of handover processes • Maintain compliance with health, safety, environmental, quality, and regulatory standards

What You Bring
Candidates must have at least 15 years of experience in large‑scale multidisciplinary railway or similar infrastructure projects, a degree in Construction Management, Engineering or a related field, and proven expertise managing handover processes. Strong knowledge of construction, commissioning and asset management, the ability to manage multiple packages and subcontractors, and proficiency with tools such as MS Project, Primavera or Aconex are required. Chartered professional membership and a CSCS card are desirable. • 15+ years experience in large‑scale multidisciplinary railway or similar infrastructure projects • Degree in Construction Management, Engineering, or related field • Proven track record managing handover/handback processes on major construction projects • Strong knowledge of construction, commissioning, and asset management principles • Ability to manage multiple handover packages, teams, and subcontractors simultaneously • Proficiency with project management and document control tools (e.g., MS Project, Primavera, Aconex) • Familiarity with contractual, regulatory, and quality standards for infrastructure projects • Chartered membership (e.g., Chartered Engineer – EI, Chartered Project Professional – APM/PMI) • CSCS card or equivalent construction site compliance certification
