About the Role

This opportunity provides leadership within a sector to ensure civil engineering subject matter, technical deliverables, infrastructure projects and programs meet or exceed industry and company standards for design, safety and functionality, while ensuring compliance with local, state and federal regulations. The role involves proactive strategic leadership for the civil engineering discipline, offering direction, expertise and support to achieve project and work site deliverables, including engineering review of permit applications, design plans, specifications, standby plans, contracts, management plans and construction inspections to ensure compliance with regulations and sound engineering practice. The incumbent will lead large‑scale, complex civil engineering projects, define responsibilities, manage budgets, monitor external events, track hours and expenses, oversee subcontractors and employees, and ensure profitable performance and successful completion within the assigned geography. Business development responsibilities include pursuing and developing infrastructure work, leading technical aspects of contract negotiation and presentations, supporting long‑term strategy and pipeline development, preparing annual tactical action plans, and building a client base for high‑level civil engineering services. Additional duties include meeting with public and private entities, ensuring engineering certifications and value proposition, conducting needs analyses and client surveys, scheduling discipline meetings, serving as liaison to agencies and industry groups, developing proposals and budgets, interpreting data for regulatory conclusions, and providing strategic advice to clients. • Provide strategic leadership for civil engineering projects and discipline • Review permit applications, design plans, specifications, and construction inspections for compliance • Lead large‑scale, complex civil engineering projects, managing budgets, schedules, and subcontractors • Drive business development and pipeline growth for infrastructure opportunities • Lead contract negotiations, presentations, and technical proposal aspects • Conduct client needs analyses, value surveys, and identify skill gaps • Serve as liaison with federal, state, and local agencies, clients, and industry groups • Prepare project scopes, timelines, pricing, and ensure code and standards compliance • Mentor and manage engineering staff, fostering professional development • Maintain up‑to‑date knowledge of civil engineering techniques and software tools • Uphold workplace safety and adhere to WSP’s code of conduct and policies

What You Bring

The role requires a bachelor’s degree in engineering (master’s preferred), 12+ years of experience, a professional engineer license, advanced proficiency in civil engineering principles, infrastructure design, relevant codes and regulations, and expertise with design software such as MicroStation, AutoCAD, Civil 3D, ArcGIS, and others. Strong leadership, communication, analytical, and safety‑focused skills are essential. • Hold a bachelor’s (or master’s) degree in engineering and 12+ years of experience • Possess a professional engineer license (multi‑state preferred) and advanced proficiency with design software • Demonstrate strong leadership, communication, analytical, and lateral‑thinking skills
