About the Role
The postholder will lead programme strategy, governance, and delivery execution across multiple workstreams, with a core focus on managing and integrating Delivery Partners to ensure safe, on‑time, on‑budget outcomes aligned to the client’s objectives. Acting as a senior client‑facing leader, they will drive robust controls, coordinated decision‑making, risk management, performance improvement, and project delivery throughout the programme lifecycle. Providing senior programme leadership to shape and deliver the overall strategy, delivery model, and implementation roadmap. Translating client objectives into clear programme outcomes, measurable KPIs, and integrated delivery plans across assets, enabling works, infrastructure, and operational readiness. Establishing a high‑performance culture across delivery partners and internal teams, promoting accountability, pace, and continuous improvement. Supervising day‑to‑day management of delivery partners, ensuring alignment to programme priorities, governance expectations, and delivery standards. Overseeing end‑to‑end execution of the programme, ensuring delivery outputs are consistent with client requirements and readiness deadlines. Managing complex stakeholder interfaces across client leadership, delivery partners, consultants, authorities, and third parties. Directing structured engagement, proactively identifying stakeholder risks, and turning constraints into deliverable actions. Championing a strong safety‑first culture and ensuring delivery partners operate in line with programme HSE requirements and relevant KSA regulations. • Lead programme strategy, governance and delivery across multiple workstreams and delivery partners. • Shape and implement the overall strategy, delivery model and implementation roadmap. • Translate client objectives into measurable KPIs and integrated delivery plans. • Build a high‑performance culture that promotes accountability and continuous improvement. • Supervise day‑to‑day management of delivery partners to meet governance and standards. • Oversee end‑to‑end programme execution and ensure readiness deadlines are met. • Manage complex stakeholder interfaces and proactively mitigate risks. • Champion a safety‑first culture and ensure compliance with HSE and KSA regulations.

The role requires a degree in engineering, construction management, project/programme management, or a related discipline, or equivalent professional experience. Professional accreditation such as PMP, MSP, PRINCE2, APM, RICS, CIOB, or similar is preferred. Proven senior leadership experience delivering large, complex, multi‑asset programmes is essential, along with the ability to lead senior stakeholders, make decisive recommendations, and drive outcomes in high‑pressure, time‑critical environments. Strong commercial awareness with experience in change control, commercial oversight, and performance improvement is also required. • Hold a degree in engineering, construction management or a related discipline (or equivalent experience). • Professional accreditation (e.g., PMP, MSP, PRINCE2, APM, RICS, CIOB) is preferred. • Demonstrated senior leadership delivering large, multi‑asset programmes. • Ability to lead senior stakeholders, make decisive recommendations under pressure. • Strong commercial acumen with experience in change control and performance improvement.
