About the Role

The Sector Program Manager leads a Sector Construction Management Office of 50‑75 staff, ensuring projects are completed on schedule, within budget, safely, and according to contractual quality obligations. They coordinate with the client, Parsons program staff, and contractors, and support the development and consistent application of construction-management processes across multiple remote sites. The manager identifies technical and contractual challenges, escalates issues, and recommends solutions to regional and national leadership. Key duties include tracking field performance indicators such as safety, quality, schedule, and work in place; providing clear upward reporting to the National Program Management Office; and overseeing all internal project phases from planning through execution. The role also collaborates with HR to recruit, hire, and onboard qualified personnel, manages project risk profiles within the corporate risk framework, and devises action plans to address cost overruns, delays, or scope changes. • Lead a Sector Construction Management Office of 50‑75 staff to deliver projects on schedule, within budget, safely, and to quality standards. • Coordinate with clients, Parsons program staff, and contractors while ensuring consistent application of construction‑management processes across remote sites. • Identify and mitigate design and construction risks, manage field performance KPIs, and provide accurate reporting to the National Program Management Office. • Oversee all project phases—including planning, mobilization, sustainment, and execution—and collaborate with HR to recruit and onboard qualified personnel. • Develop and execute corrective action plans to address cost overruns, schedule delays, or scope changes.

What You Bring

Parsons is seeking experienced Sector Program Managers to join a major program and construction-management team supporting a large government customer on a critical infrastructure project for United States border security. The role provides Owner-Agent Construction Management Services, including program management, risk management, scheduling, cost estimating, progress reporting, quality assurance, safety, and other supporting functions. Each manager will be aligned to a client location along the border and will be required to co‑locate, with relocation assistance available in some cases. The Sector Program Manager reports to the Regional Manager and supervises SCMO Branch Chiefs, functioning within a matrixed organization that requires strong leadership and communication skills. Candidates must hold a bachelor’s degree in engineering or construction management, preferably with professional registration (PE) and PMP or CCM certification. They need 20+ years of diversified experience delivering mega multi‑million‑dollar federal construction programs, strong federal contracting knowledge, P&L management expertise, and advanced written and oral communication abilities. US citizenship, a valid driver’s license, and the ability to pass federal background checks and obtain DHS suitability determination are required. Desired qualifications include proven program‑management and process‑improvement expertise, experience leading large personnel groups, high integrity and work ethic, and the ability to operate effectively in a matrixed environment. Familiarity with web‑based project‑management information systems such as Procore, Kahua, USACE RMS, or NAVFAC eCMS, as well as experience with design reviews, SOW development, cost estimating, and critical path schedule analysis, is valued. • Hold a bachelor’s degree in engineering or construction management; PMP or CCM certification preferred; 20+ years of federal mega‑project experience. • Demonstrate strong leadership, communication, and risk‑management skills with experience in federal contracting, P&L management, and construction‑management software (e.g., Procore, Kahua). • US citizenship, valid driver’s license, and ability to obtain DHS suitability determination are required.
