About the Role

As a Cost Manager at HS2 you will be responsible for supporting the Head of Cost and Estimating at a Programme and Contract level, managing budgets, actual costs, forecasts and Earned Value Management (EVM) to support the successful delivery of HS2. The role includes analysing and verifying contract‑level cost performance, validating cost data submitted by delivery teams, developing performance reports (EVM, forecasted costs, Estimate at Completion), ensuring alignment with business processes, and providing technical support to Project Controls Managers. You will work closely with the supply chain to enhance cost performance capabilities, facilitate continuous improvement of the Cost Performance function, and ensure contract teams adhere to governance processes and strategic business objectives. • Support the Head of Cost and Estimating at programme and contract level, overseeing budgets, actual costs, forecasts and Earned Value Management. • Analyse and verify contract‑level cost performance data for accurate programme reporting. • Validate cost performance data submitted by delivery teams and communicate overall programme performance. • Develop contract‑level performance reports, including EVM, forecasted costs and Estimate at Completion (EAC) pressures. • Ensure cost performance team alignment with current business processes and delivery ways of working. • Assist the Senior Cost Manager in adhering to cost performance processes, procedures and corporate data/document storage. • Provide technical support to Project Controls Managers and assist in managing contractor teams. • Collaborate with the supply chain to develop work‑streams that enhance cost performance capabilities. • Facilitate continuous improvement of the Cost Performance function and capture lessons learned. • Ensure contract teams follow governance processes and review policies aligned with strategic objectives. • Manage stakeholder relationships in a matrix environment and facilitate stakeholder meetings. • Produce clear presentations and reports that engage and influence internal and external audiences. • Analyse and interpret data to create accurate, timely reports in formats suited to the audience. • Utilise Microsoft Office applications (Outlook, Word, Excel, PowerPoint) effectively. • Maintain baselines on major programmes and support baseline development. • Produce performance reports summarising budgets, Earned Value Management and forecasts for major projects. • Manage and use core cost management systems.
