About the Role

• Set strategic direction for project controls (cost, schedule, risk) for a large data centre program. • Develop governance frameworks, reporting protocols, and controls processes ensuring accuracy and compliance. • Oversee budgeting, forecasting, earned value analysis, variance reporting, and lifecycle cost estimating. • Lead development and integration of detailed CPM schedules (Primavera P6/MS Project) across all phases; monitor critical path and recovery plans. • Define and manage risk registers; lead risk workshops, mitigation strategies, and contingency planning including Monte Carlo analysis. • Manage change control processes, evaluate scope changes, conduct impact analysis, and drive cost reduction initiatives. • Prepare executive dashboards, gateway documentation, and reports highlighting performance, risks, and corrective actions. • Align cost and schedule objectives through collaboration with project managers, finance teams, and contractors; support client reporting and governance meetings. • Ensure data integrity and reporting accuracy using project controls tools such as Primavera P6, MS Project, and cost systems. • Develop protocols for performance measurement, forecasting, trending, and progress reporting against baselines. • Lead and mentor a high‑performing project controls team; conduct performance reviews and foster a culture of accountability. • Motivate the team with regular meetings, clear goals, and quality assurance of deliverables; integrate intake, cost, and scheduling processes. • Serve as liaison with internal and external stakeholders; review implementation plans, claims resolution, and recovery strategies. • Support business initiatives by identifying process‑improvement opportunities and sharing best practices across projects. • Adhere to SOX control responsibilities where applicable.

What You Bring

Turner & Townsend is seeking an experienced Director of Project Controls to lead cost, schedule, and risk management for a large‑scale data centre construction program in Beaver County, PA, while supporting major client accounts and broader business initiatives. This senior leadership role establishes and oversees robust project controls processes, ensuring accurate forecasting, reporting and governance across all delivery phases. The Director will partner with project leadership, contractors and stakeholders to maintain transparency, mitigate risks and drive performance against budget and schedule targets, leading project controls teams and acting as a trusted advisor to clients. • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, Finance or related field; graduate degree preferred. • 12+ years of project controls, cost management, and scheduling experience on large construction programs, with 2+ years leading teams in a consulting environment. • Proven ability to manage complex budgets, schedules, and risk for multi‑million‑dollar projects and monitor baselines/performance metrics. • Expertise in cost forecasting, earned value management, risk analysis, and change management across various contract delivery methods. • Experience implementing and managing integrated project controls systems for major capital projects. • Proficiency with Primavera P6, MS Project, cost management systems, and advanced Excel for data analysis and reporting. • Professional certifications such as CCP, PSP, PMP or equivalent highly desirable. • Strong analytical, leadership, and communication skills; capable of interpreting complex data and influencing stakeholders. • Knowledge of industry standards, regulatory requirements, and compliance frameworks for large‑scale construction programs.
