About the Role
The Senior Scrum Master role supports Agile development, operations, and maintenance for the National Weather Service, leading multiple technical Agile teams—including software, systems, DevOps, and cloud specialists—in a fast‑paced, mission‑critical environment. In this position, the Scrum Master will guide and coach cross‑functional teams through all phases of Agile delivery, ensuring alignment with the NWS mission and promoting continuous improvement and transparency. • Facilitate all Scrum ceremonies (daily stand‑ups, sprint planning, backlog refinement, sprint review, retrospective) for multiple Agile teams. • Coach teams and leaders on Agile best practices and continuous improvement. • Partner with Product Owners to maintain well‑defined, prioritized backlogs aligned with program goals. • Identify and remove impediments to ensure sprint commitments are met. • Use Agile metrics (velocity, burndown, predictive analytics) for reporting and release planning. • Support PI planning, cross‑team coordination, risk management, and program‑level communication. • Ensure compliance with Secure Software Development Lifecycle (SSDLC) and federal standards. • Align sprint work with architectural direction and technical standards. • Mentor junior Scrum Masters and promote a transparent, accountable culture.

What You Bring
Candidates must hold a bachelor's degree in a technical discipline, possess at least eight years of experience leading technical or scientific efforts for federal agencies, and have an industry‑recognized Scrum Master certification along with strong Agile tooling and SSDLC knowledge. Additional valued experience includes cloud engineering, cloud migration facilitation, familiarity with meteorological systems or NOAA/NWS environments, and certifications such as SAFe Scrum Master or PMI‑ACP. • Bachelor’s degree in engineering, computer science, atmospheric science or related field. • Minimum 8 years of experience leading technical or scientific efforts for federal agencies. • Certified Scrum Master (CSM, PSM I+) with strong knowledge of Agile frameworks and scaling. • Proficiency with Jira, Confluence, and other Agile project management tools. • Solid understanding of SSDLC, CI/CD pipelines, and DevSecOps practices. • Excellent communication, conflict resolution, and facilitation skills. • Experience with cloud engineering solutions, migrations, and cloud services. • Familiarity with meteorological systems, NOAA/NWS environments. • Additional certifications such as SAFe Scrum Master, PMI‑ACP, or Agile Coach.
